This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
We are seeking a dynamic and experienced leader to supervise the Small Business Certification Unit within the Office of Civil Rights at MnDOT. Our Disadvantaged Business Enterprise (DBE) Certification Supervisor position will lead a team responsible for managing the federal DBE Certification program. Key responsibilities include overseeing the processing of new DBE certification applications, interstate applications, and annual Declarations of Eligibility (DOEs). The incumbent will be responsible for:
· Providing strategic leadership in conducting investigations and facilitating decertification processes as needed.
· Ensuring the successful implementation and enforcement of DBE program policies to maintain compliance with federal regulations (critical aspect of this role).
· Development and implementation of other small business programs or elements. Incumbent’s efforts will directly impact MnDOT’s eligibility for federal highway funding and help support our commitment to promoting diversity and inclusion within the transportation industry.
· Occasional in-state travel, less than 10%, is required for various stakeholder meetings, public engagement events and site visits for certification.

Here are the Minimum Qualifications:
Two years of professional supervisory (supervising professional employees) transportation program administration experience OR three years of advanced professional transportation program administration experience.
Experience must also demonstrate the following:
- Experience with small business certification standards.
- Experience interpreting and implementing rules, regulations and statutes.
- Experience conducting in-depth research, interviews and professional report writing.
NOTE: A Juris Doctor, or Bachelor’s or Master’s degree in Political Science, Business Administration, Accounting or a closely related field substitutes for six months of advanced professional experience.
