This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
Our Disadvantaged Business Enterprise (DBE) Certification Specialist position will be a part of a dynamic team that supports the participation of minority, woman, and veteran-owned businesses in MnDOT projects. This position is active in the Minnesota Unified Certification Program (MnUCP) and the Certification Application Committee (CAC) as well as a member of the Office of Civil Rights Small Business Contracting unit. The incumbent will be responsible for:
· Administering MnDOT’s small business programs.
· Processing new DBE applications for certification, investigating and auditing DBE firms on eligibility criteria and assisting with interstate applications, and annual Declarations of Eligibility (DOE’s).
· Participate in team efforts to advance small business participation by creating ongoing relationships and mutual understanding with internal and external stakeholders.
· Identifying levers for change and process improvement.
· Serving as an ambassador for civil rights issues and small business participation.
· Occasional in state travel is required (approx. 10% of the time).

Here are the Minimum Qualifications:
Three years of professional experience in civil rights, contract administration, or contract compliance work that demonstrates the following:
- Experience analyzing information sufficient to determine accuracy and compliance.
- Experience interpreting and applying government regulations, rules and policies.
- Experience utilizing databases sufficient to update, track and manipulate information.
