Job Description
Lead and direct complex operations for a unique District which includes providing strategic planning and execution of VDOT’s transportation program, projects and systems. Serve as a primary focal center for regional transportation issues in specific geographical area with unique transportation requirements. May involve areas such as multiple water crossings, rural or urban setting, tunnel and bridge security, system operations, and the maintenance of roads and structures.
How you will contribute:
Leadership and Communications: Provide leadership creating an environment of high performance, commitment, partnership, and support for the achievement of VDOT’s business goals. Meet regularly with direct reports regarding internal dashboard measures to include existing status or any necessary action plans for improvement. Proactive communications with multiple external and internal customers involving considerable coordination with local governments, the industry, and Central Office Divisions. Consistently and regularly communicate VDOT’s and the District’s mission, vision and values creating a compelling and inspired sense of core purpose, internally and externally.

Address unique complex issues such as tunnel and bridge security, system operations, and maintenance of roads and structures in areas with high traffic volume. Primary focal area involves regional transportation issues that may cross over to other states and, or multiple metropolitan planning areas.
VDOT Business Plan: Support and implement goals and objectives of VDOT’s Business Plan in collaboration with District’s senior management to ensure efficient and effective operations. Address unique complex issues such as tunnel and bridge security, system operations, maintenance of roads and structures in areas with high traffic volume. Primary focal area involves regional transportation issues that may cross over to other states and, or multiple metropolitan planning areas.
VDOT and District Performance Measures: Meet or exceed VDOT’s Dashboard performance measures on Project Development, Project Delivery, Financial Management, Administration, Asset Management and Federal Obligations. Meet or exceed District wide goals on public affairs, materials, roadside management, human resources, equipment, traffic engineering, safety improvement, affirmative action and facilities.

- Senior level management knowledge of highway transportation operations to include engineering, construction, maintenance and planning.
Minimum Qualifications:
- Considerable knowledge of engineering principles and practices specifically in highway transportation.
- Experience building trust through effective communications with internal and external public and private sources.
- Experience in comprehensive senior level management of highway transportation operations, including engineering, construction, maintenance and planning.
- Experience making complex, quality, timely decisions, as well as delegating responsibility and reviewing results to ensure deliverables are met.
- Experience managing and motivating employees.
- Experience managing projects to obtain desired results.
- Experience thinking strategically with a ‘big picture’ perspective and maneuvering through complex political situations effectively.
- Experience with interpersonal, communication skills with strong commitment to organizational values and customer focus as related to program delivery.
Additional Considerations:
- Valid Professional Engineer’s (PE) license. Successful candidate with a valid PE license will be filled as a District Engineer and successful candidates without a PE license will be filled as a District Administrator.
- A combination of training, experience, or education in Engineering, Public Administration or related field desired.
- Progressive senior leadership executive level experience with responsibility for a variety of business units consisting of diverse functions.
- Progressively responsible executive level experience involving extensive political sensitivity and responsiveness on a wide variety of transportation issues.
