The American Association of State Highway and Transportation Officials is currently hiring a Director of Technology and Digital Strategy, a full-time position located in our Washington, DC office.
Nature of Position
As a member of the senior management team reporting directly to the Association Executive Director, the Director of Technology and Digital Strategy serves as AASHTO’s chief information officer and is responsible for implementing a vision and strategy for association technology that enables business innovation and service delivery in support of AASHTO’s overall vision.
The Director of Technology and Digital Strategy has organization-wide responsibility for four primary technology domains that support AASHTO’s enterprise goals of propelling data-driven decision making; enhancing the connected organization, ensuring risk management and governance, and enabling a digital engagement strategy with our members.
Digital and website infrastructure: digital strategy, website design, user experience, web analytics, marketing technologies, and mobile apps.
Data: developing data strategy, managing data governance, and managing business analytics.
Project management: project portfolio management.
Infrastructure: the technology that supports secure network connectivity, user technology, and cybersecurity.
In overseeing the above four technology domains, the Director of Technology and Digital Strategy leads the establishment and execution of an organization-wide IT strategy and implementation roadmap. In doing so, he/she is responsible for developing an annual operating plan and budget that clearly aligns with, supports and reinforces organization-wide plans. The director is responsible for creating synergy with the different departments while maximizing the utility of technology to support AASHTO business and service delivery success, and will partner with senior leadership to identify opportunities and risks in delivering AASHTO’s products and services. The director is responsible for leading a cross-divisional process to prioritize and approve IT investments, reviewing all technology and web contracts for the association prior to final approval by the Executive Director; and establish an on-going communication process to share updates with senior leadership on technology and web performance, and value delivered to the organization.
Additionally, the Director of Technology and Digital Strategy is responsible for developing and executing a forward-looking IT strategy to introduce relevant new technology capabilities that support major innovation and transformation. This includes creating and maintaining effective risk management processes and governance for IT controls and policies that mitigate organization exposure. The director oversees effective IT systems development, network changes, and software customization projects through all life-cycle phases—keeping all stakeholders informed of status, risks, and issues during the course of the project—and ensures projects are completed in an effective and transparent way. He/she is responsible for overseeing a training program so that staff is appropriately trained on how to utilize implemented technology.
The successful candidate will have a minimum of 10 years’ relevant professional experience and a proven track-record of managing organization-wide technology and digital strategy; preferably in a similar position in a membership association. A bachelor’s degree in computer science, information systems, or another related field is required. Evidence of advanced professional attainments such as a master’s degree and up-to-date professional certifications are desired.
The incumbent must be a technology leader who thinks and plans strategically and has a strong technical background and understanding of information technology infrastructure management, and the ability to hold vendors and staff accountable to the delivery of high-quality products and services across the full spectrum of IT services. The incumbent must act as an enabler of technology, someone who puts “business needs first,” serving all of their business areas as “customers”. He/she must have an exceptional experience with technology that supports an organization’s digital presence, strong leadership and communication abilities, as well as the ability to be a creative innovator and business and technology change agent. The incumbent must also have strong project management experience, and the ability to foster a service-oriented culture within the department.
