The American Association of State Highway and Transportation Officials is currently hiring a Program Director for Environment, a full-time position located in our Washington, DC office.
Nature of Position:
The Program Director provides leadership and oversight for the Association’s environmental programs, including the Committee on Environment and Sustainability (CES) and its four subcommittees, the Center for Environmental Excellence (CEE) by AASHTO, the Resilient and Sustainable Transportation Systems and its associated technical services program, and the Environmental Technical Assistance Technical Services Program.
As the primary staff liaison to the CES, the Program Director assists in developing Association project delivery, environmental, and climate change policies for Board consideration. In addition, the Program Director educates Congressional staff, executive branch agencies, and other stakeholders while fostering collaborative relationships between state departments of transportation, federal and state agencies, and the broader environmental and transportation community to develop innovative approaches and identify common solutions.
The Program Director also serves as Director of the Center for Environmental Excellence by AASHTO (Center), a cooperative partnership with the Federal Highway Administration, by leading and operating all aspects of the Center, which promotes environmental stewardship and encourages innovative ways to streamline the surface transportation program and project delivery process. The Program Director is responsible for overall management of the Center, including development of short- and long-term program and project goals and objectives, program and project planning, budgeting, and contract preparation, negotiation and administration.
The Program Director prepares and delivers presentations, and performs other functions as needed to further public comprehension of AASHTO’s policies, purpose and activities, and to promote AASHTO’s position before as wide an audience as possible; and uses business, policy, and political judgment to provide leadership and, when appropriate, to make decisions in the best interest of the Association.
The successful candidate will have a minimum of ten years of professional experience of progressively responsible, professional experience in the transportation sector with a focus on environmental issues or in the environmental field with a focus on transportation. In addition, a successful candidate will have at least two years at a federal, state, or local level. A bachelor’s of arts or sciences degree is required, and evidence of a higher degree of professional development, such as postgraduate education, is desirable.
The candidate must demonstrate a broad understanding of the federal and state transportation and environmental policies, regulations, procedures and practices, along with an understanding of state transportation responsibilities, planning and project delivery practices and policy issues. The incumbent should have skills in project planning, budgeting and management skills; sound comprehension of the administrative, legislative and regulatory process at the federal and state levels including familiarity with Congressional structures and process; and excellent written and oral communication skills. Incumbent must be able to travel 20 to 30 days per year.
