The American Association of State Highway and Transportation Officials is currently hiring a Program Manager for Policy and Government Relations (Freight), a full-time position located in our Washington, DC office.
The Program Manager for Freight manages technical and policy activities related to freight transportation, under the supervision of the Program Director for Multimodal Transportation.
The Program Manager for Freight monitors, gathers, synthesizes, and communicates information on freight transportation policy, legislative, regulatory and technical matters to the members of AASHTO’s freight committees though robust means of information collection, synthesis, and dissemination. The incumbent should have knowledge and experience in transportation policy, transportation planning, transportation operations and management and transportation technology.
In performing the above responsibilities, the incumbent provides staff support to the Council on Rail Transportation, Council on Water Transportation, Special Committee on Freight and the AASHTO Rail Resource Center. The incumbent is responsible for coordinating preparations for committee meetings including preparation of meeting agendas, dissemination of meeting materials and oversight of meeting logistics.
The Program Manager for Freight develops and maintains working contact with individuals and organizations in the freight transportation community, including associations, individual companies, and government agencies. The incumbent prepares presentations, background papers, memos, issue briefs, and provides coordination for member and staff testimony on freight transportation subjects.
The successful candidate will have a minimum of six years of professional experience of progressively responsible, professional experience in the transportation sector with a focus on transportation policy and freight issues. In addition, a successful candidate will prior experience in project management. A bachelor’s of arts or sciences degree is required, and evidence of a higher degree of professional development, such as postgraduate education, is desirable.
The candidate must demonstrate an understanding of the complex relationship between private and public sectors in the areas of freight policy and logistics, public-private partnerships, innovative finance, federal agencies and all other related transportation association advocacy groups. The incumbent must have a broad knowledge of the administrative, legislative, and regulatory processes and issues at the federal and state levels; excellent written and oral communication skills; excellent research and organizing skills, and the ability to establish work program priorities and carry them out independently. Incumbent must be able to travel 20 to 30 days per year.
