The American Association of State Highway and Transportation Officials is currently hiring an Associate Program Manager for Performance and Planning, a full-time position located in our Washington, DC office.

Nature of Position:

Reporting to the Program Director for Transportation Program Management, the Associate Program Manager for Performance and Planning will support the Program Director in the administration and implementation of programs, projects and special assignments related to the AASHTO committees on Performance-Based Management (CPBM) and Planning (COP). Much of AASHTO’s work is comprised of member department personnel who serve voluntarily. Through AASHTO’s extensive committee structure, officials from across the nation meet to set policy goals and develop a wide range of voluntary recommended infrastructure construction, management, and operations standards and guidelines that affect projects, programs and people in every state.

The incumbent will be responsible for assisting the Program Director for Transportation Program Management with the following activities related to CPBM and COP:

  • Organize, develop, and run regular subcommittee meetings as assigned for the committees.
  • Assist in planning and implementing national conferences, training workshops, peer exchanges, webinars and meetings with state DOTs and resource agencies.
  • Receive and respond to inquiries from members and the public about transportation planning and performance- based management programs.
  • Support the development and implementation of a robust research program focused primarily on the National Cooperative Highway Research Program (NCHRP). This will include identifying research needs, turning those needs into research project ideas with direction from AASHTO staff and members, and determining how best to get the research projects funded. The incumbent will serve on research panels and ensure the needs of the AASHTO members are met as related to the research project.
  • Assist in bringing together member states to discuss proposed federal actions and electronically submitting AASHTO’s comments on the actions.
  • Responsible for CPBM and COP website maintenance and improvements.

In the course of performing the work related to the CPBM and COP, the incumbent will work closely with the Program Director in gathering, synthesizing, and communicating information to the Policy and Government Relations Division staff, AASHTO staff, and members of AASHTO committees. The Associate Program Manager will work with the Program Director for Transportation Program Management in on-going project management and budgeting and draft presentations and letters for AASHTO members and staff; draft responses to requests from state or federal agencies; and coordinate with other AASHTO divisions.

The incumbent will also perform a wide range of routine tasks such as drafting correspondence; conducting surveys and tabulating results; coordinating meeting and teleconferences; filing expense reports; processing invoice requests; and tracking billing against budgeting for accuracy. In carrying out the above responsibilities, the incumbent is expected to develop and maintain professional relationships with individuals and organizations in the transportation community, including associations, government agencies, academia, and the private sector.

Position Requirements:

The successful candidate will have a minimum of 4-6 years of progressively responsible professional experience, with a focus on working with trade and membership associations preferred. A bachelor’s degree is required, preferably in the field of transportation, transportation planning, transportation policy, or engineering. Evidence of professional development, such as postgraduate education, is highly desirable. A master’s degree in transportation planning, engineering, policy, or the equivalent can substitute for professional experience. Experience in planning, performance management, transportation planning and/or transportation performance management is highly desirable.

The candidate must have excellent demonstrated communication skills and attention to detail. The ability to effectively and strategically prioritize, plan, and organize activities; and achieve them in a timely manner is critical. The successful candidate will be a team contributor and work well with others. The incumbent must be able to professionally and competently support membership-based groups such as the councils, committees, subcommittees and technical working groups that form the foundation of AASHTO. Project management skills, such as planning and tracking project budgets and deliverables, are essential. Broad understanding of the US transportation system, the decision-making process, and the research that goes into planning and implementation of the transportation system is required. The incumbent must be able to travel approximately 15 days per year.

Perks and Benefits:

This position would primarily report out of our Washington, DC office located in Metro Center. AASHTO offers employees hybrid work flexibilities and this role may be approved to work remotely up to 2-3 days per week.

The salary range for this position is $65,000 – 80,000.
