SUMMARY: The Small Business Outreach and Advocacy Lead is responsible for managing communications and advocacy in support of small businesses working on a major P3 construction program. This position serves as the team information liaison and a communications link between the construction management program, the small business community, and its other stakeholders, and will require developing and maintaining effective working relationships with government and public officials, community partners, and project managers.  The Small Business Advocate Lead will execute BTG’s Small Business Program Management methodology and will have to become familiar with BTGs innovative techniques and technology to plan and manage outreach and communication activities to ensure engagement with DBE and local job-seeking communities, as well as integrate communications and outreach activities with the Communications workstream.  This position will also develop and administer public awareness and education through outreach programs, define strategies, and proactively respond to informational needs; and assist all stakeholders with project communications and other key information at stakeholder meetings, community outreach, and public information sessions.

The project assignment will be in the Hampton, VA area, with possible participation on projects in other BTG service markets, including the Washington, DC metropolitan area; Baltimore, MD; North Carolina; and Atlanta, GA.

DUTIES AND RESPONSIBILITIES

  • Develops communications strategies and plans and produce informational materials and activities.
  • Conceptualizes, leads, and organizes planning and logistics for public outreach meetings, including sourcing, negotiating prices, and adhering to approved budgets.
  • Collaborates with project personnel (Communications Strategy Team Lead) to translate complex concepts and data into understandable communication materials for the public.
  • Works with project managers to review contracts, plans, schedules and other engineering documents.
  • Verifying subcontractor payments for accuracy and ensuring they comply with contract agreements.
  • Resolving any payment issues that arise with vendors and internal stakeholders.
  • Maintaining accurate payment records and providing analysis when needed.
  • Recommending changes to policies based on industry best practices to improve efficiency and compliance.
  • Collaborating with other teams to ensure timely payments and high vendor satisfaction.
  • Develops and maintains productive relationships with a broad cross-section of the community and coordinates communications and information flow to stakeholders.
  • Collaborate with the client to identify and address project needs.
  • Facilitate Scope of Work (SOW) sessions.
  • Works with public organizations to plan and develop outreach events and participation in community meetings.
  • Ensures that quality is integrated into communication materials and timelines and is adhered to for delivery of materials.
  • Designs and implements quality assurance, standards, and management of data, outreach material, and internal documents.
  • Oversees outreach and marketing activities, including updating and maintaining the project’s website and social media networking for events, news, and information about the P3 program.

SUPERVISORY RESPONSIBILITIES:

·        This job does not have supervisory responsibilities.

QUALIFICATIONS:

  • Bachelor’s degree (preferably a Master’s Degree) in Communications, Public Relations, or Project Management.
  • Five or more years working in Public Relations or Communications Management in industries for Engineering, Construction Management and Design, Public Transit, Transportation or Land Development.
  • Must be familiar with the support and/or advocacy of DBEs or other small business categories.
  • Experience planning and facilitating meetings, working with community leaders and public officials, and handling and tracking intake material.
  • Effective verbal and written communications skills with demonstrated experience establishing professional and well-organized end-product communications from various sources.
  • Exceptional skills in public speaking, team building, constructive negotiation, and strong interpersonal skills in working with people of different interests and varying backgrounds.
  • Knowledge of data analysis and research techniques.
  • Excellent time management and organizational skills and experience managing a team of professionals.
