Under the general direction of the Office Chief for State Planning, a Supervising Transportation Planner, the incumbent plans, organizes, and manages the Research and Policy Analysis Program for the Division of Transportation Planning (DOTP). The work includes development, implementation, external outreach, internal coordination, and reporting, on research to align with DOTP objectives, goals, and vision. Research should inform DOTP on how to better guide investment decisions that enrich all communities. The incumbent serves as the lead analyst and coordinator for state and federal legislation as it impacts the transportation planning program. The incumbent is the Division’s lead principal liaison with the Department’s Legislative Affairs Office. The incumbent will work extensively with headquarters and district personnel, have frequent contact with local and regional agencies, and have occasional contact with the public.
The incumbent is accountable for assessing needs, establishing work plans, developing and maintaining partnerships, establishing and meeting delivery timeframes, reporting success, and elevating challenges. The incumbent communicates how research and legislation supports Caltrans’ modal plans: Interregional Transportation Plan, California Freight Mobility Plan, Toward an Active California Plan, California Aviation Plan, California Rail Plan, etc.), the Caltrans’ Strategic Management Plan, and other plans and programs. The incumbent leads in the developing and presenting training and guidance material for DOTP and District staff on how to propose and develop research concepts, review legislation, and develop legislative proposals.
Using project management tools and principles the incumbent regularly discusses progress with the Office Chief and DOTP management. Incumbent coordinates regularly with the Legislative Affairs and the Division of Research, Innovation, and System Integration and research practitioners. The incumbent will also work with a variety of internal and external partners to use research and legislation to implement the goals and policies outlined in the California Transportation Plan. The incumbent demonstrates leadership and an ability to identify options to meet challenges. The incumbent adheres to Caltrans policy and directives.
