- New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.
About the Work Unit
The position is part of the Division of Maintenance & Operations (DMO) Property Management Unit. This unit exists to provide a complete statewide property management system for all CDOT owned properties including employee housing development and oversite; leasing, selling, trading, demolition, property improvements, new construction, renovations, State Buildings contracting for all building projects; hazardous/solid waste testing and cleanup; property compliance with environmental regulations; site selections and partnering agreements; and professional services for management of all properties including clearing properties for highway construction.
About the Position
The position directly supports both the vertical construction section of the Property Management Program and budget/invoicing for all sections of Property Management. This position will be tasked with drafting State Building contracts and providing guidance to all of the design and construction project managers within the Program regarding the process, accuracy and completeness of their contract documents. In order to provide appropriate guidance, this position will need to know and understand the State Buildings Program, CDOT PD’s, State and CDOT procurement and purchasing rules and State Statutes. The decisions this position will make on a daily basis will guarantee that CDOT is able to remain a fully delegated State Buildings Program. This position will also process invoices and payments for the unit. This position is an integral part of executing the State Buildings Program at CDOT.
Your duties and responsibilities will include, but are not limited to, the following:
- Prepare pre-bid handout files and assist with bid openings; prepare, transmit and distribute all contracts and auxiliary documents associated with property construction projects including notices of award, notices to proceed, change orders, contract supplements and amendments along with associated correspondence.
- Draft contracts using correct templates and clauses that fit each project.
- Review and ensure accuracy and completeness on all documents required for each contract and transmit correspondence to contractors and/or architects.
- Shepherd and log all contracts through the signature process ensuring knowledge of location at all times and distribute contracts once executed by the Controller.
- Coordinate year-end business office reporting for all Division contracts and open purchase orders ensuring vendor accruals are received and inputted in accordance with the CDOT Business Office.
- Verify accuracy of contracting documents against the data in the financial system and address any conflicting information prior to submitting for final signature.
- Support State Buildings Delegate in compliance with OSA/SBP policy for contract documents, exhibits, attachments, distribution, and original file retention.
- Change orders/modifications: create shopping carts to executed contract change orders and supplements.
- Complete the contract award process for CDOT Property Management construction projects in accordance with the State Buildings Program.
- Track and oversee payments to contractors for state buildings program.
- Obtain proof of insurance, update and maintain certificate of insurance tracking spreadsheets.
Work Environment:
- Monday thru Friday 8:00AM to 5:00PM
- Work is remote with occasional days in the office and trips to attend field pre-bid meetings Statewide.
Minimum Qualifications
Experience Only:
Six (6) years of relevant experience in an occupation related to the work assigned to this position. Experience includes: Contract Compliance, Contract Management, Interagency Agreements, Procurement or Finance.
OR
Education and Experience: A combination of related education and/or relevant experience in an occupation related to the work assigned equal to six (6) years. A Bachelor’s degree from an accredited college or university with a degree in Business (Accounting, Finance, Management, Administration) or another field of study closely related to the duties of this position.
