About the Work Unit
This Civil Engineering Project Manager works in the Colorado Department of Transportation’s (CDOT’s) Durango Engineering residency.  The purpose of the Engineering Residency is to plan, design, and administer assigned construction projects. This includes a wide range of activities that span from planning through project development, advertisement, and construction to completion.

About the Position
This Civil Engineering Project Manager serves as the project manager overseeing the development of roadway construction plans, constructability of design plans, details, specifications, and detailed cost estimates for state transportation projects. This position provides technical information to CDOT specialty branches and outside municipalities and ensures that departmental policy, procedures, and design standards are addressed and incorporated into roadway construction plans. This position acts as the CDOT project engineer delegated by the Chief Engineer to act as a fully authorized representative in direct charge of construction projects and participates in pre and post-construction phases.  This position is supervised by a Licensed Professional Engineer.

Your duties and responsibilities will include, but are not limited to, the following:

  • Decide on Plan Sequencing which requires phasing projects, identifying salient features and incorporating quantities associated with traffic control; Complete constructability reviews which requires knowledge of standard engineering specifications as well as knowledge of area and past construction methodologies;
  • Administer construction contracts and monitor consultant construction management of transportation projects, including monitoring schedules, project expenditures, and materials to ensure safe and effective construction;
  • Resolve problems and negotiate/create change orders;
  • Initiate, develop, and maintain effective professional working relationships with work units within CDOT as well as FHWA, governmental agencies, municipalities, utilities, and other entities involved at the project level;
  • Coordinate and interact daily with the general public, private consultants, and contractors directly involved or affected by the projects;
  • Oversee, train, and assign job duties to subordinates, consultants, and local agencies, including preparation of construction bid packages within designated timeframes or prioritizing daily construction assignments required by the contract;
  • Review and ensure highway construction plans and specifications have proper and accurate engineering principles, techniques, and computations applied;
  • Act as fully authorized representative in direct charge of construction as delegated by the Chief Engineer;
  • Manage financial resources on all assigned projects; Review and approve payment to the contractors for the work performed;
  • Review consultant and contractor compliance with federally mandated programs and state requirements (i.e. EEO, AA, Davis-Bacon, OSHA, ADA, local ordinances, etc);
  • Outside of the primary construction season; provide detailed plan, specification and estimate reviews of ongoing internal and consultant design projects.
  • Other duties as assigned.

Work Environment:

  • Your schedule will be primarily Monday – Friday with opportunity for a flexible schedule outside of the primary construction season.
  • After a training period, you may work a hybrid schedule with a combination of in-office and remote work, outside of the primary construction season.
  • Approximately 80% spent in the field, 20% spent in the office.
  • Depending on the project, evening, night, and weekend work may be required.
  • Regular travel required during work hours for project related activities, site visits, meetings, trainings and conference attendance, with likely out of town stays during the construction season.
  • Overnight travel throughout Colorado to projects throughout the Region and meetings.
  • Required to work outside in all weather conditions, in close proximity to moving traffic, and over variable terrain.
  • May be required to staff road closures as needed.
  • Required to operate CDOT vehicles.

Minimum Qualifications

Experience Only:

  • At least 7 years of full-time professional work experience in construction management, engineering, or other work related to the major duties of this position, which included:At least 3 years of full-time experience with a primary focus on civil engineering construction and/or design
    OR

Education and Experience:

  • A combination of relevant education and experience equal to at least 7 years.Education from an accredited college or university with coursework in construction management, engineering, engineering technology or another field of study related to the duties of this position will be considered.
    Full-time professional experience with a primary focus on civil engineering construction and/or design will be considered.
