Must possess a current Pennsylvania Professional Engineer (PE) License at the time of application. The license must be maintained throughout employment. Please attach a copy of the certification to your application.

WORK EXPERIENCE: The application must clearly show six (6) years of full-time professional experience in Traffic Engineering or a related field. (Full-time is defined as 32 hours or more per week. Less than full-time experience will be calculated on a pro-rated basis).
EDUCATION/TRAINING: The application must clearly show a Bachelor’s Degree in Civil Engineering or a related field. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).
EQUIVALENCY: Education/training and/or work experience may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above). The Total Qualifying Requirement is ten (10) years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

Provides general supervision, management and direction to the overall traffic engineering and operations program for all modes of travel including vehicles, bicycles, pedestrians, surface transit and emerging forms of mobility.
Serves as a senior leader in the department productively contributing to improvements in department-wide strategic planning, operations and management.
Ensures bureau activities and deliverables reflect best current practices in multimodal transportation safety and align with department and city objectives and priorities.
Plans, assigns, supervises, and coordinates the activities of staff engaged in collecting and validating a wide range of traffic engineering data, selecting the location and design of traffic signs and signals and signal operations; investigating and responding to traffic complaints of the general public; and developing a range traffic control and speed management features.
Supervises and manages operational and maintenance tasks related to the City’s traffic control systems, signage and markings; oversees traffic-related aspects of right-of-way permitting.
Supervises assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; Provides technical assistance or training and facilitates appropriate professional development as requested or required for best staff performance.
Supervises the requisitioning of materials and supplies, the preparation of budget materials and the preparation of specifications for traffic engineering designs, devices and equipment.
Consults and collaborates with multidisciplinary partners within the department and across municipal, county and state government: confers with police and public officials on traffic operational problems.
Represents the City and department in matters related to traffic system design, maintenance and operation; speaks publicly before community and national groups.
Appears in court and before public utility commission and other official bodies as an expert witness on traffic engineering matters.
Maintains records and prepares accurate technical reports, studies, designs and recommendations.
Manages area of responsibility in strict accordance with applicable laws, regulations and established policy including union agreements to ensure fair and standardized treatment of employees.
Performs activities and functions of related lower-level personnel as assigned or required.
Performs other related tasks and duties as assigned or required.
