Job Summary

This position is located in the District Department of Transportation (DDOT), Operations Administration.

This position serves as the Chief Operations Officer for DDOT, with responsibility for the leadership and direction in the safe and efficient operations and maintenance of the District of Columbia’s transportation assets, properties, and infrastructure.  The position also serves as an authority, expert, and advisor on the provision of safe, efficient, and effective transportation operations and maintenance services; and assists with coordinating and managing multi-year programs and projects that involve the conceptual development, design, and management of traffic control measures in compliance with governing guidelines.

Duties and Responsibilities

The incumbent provides overall direction and guidance for safe and efficient operation and maintenance of the District’s transportation system, and leads, supervises, and directs a multi-disciplinary, diverse staff composed of in-house and contract personnel, as well as consultants responsible for meeting performance goals. These program areas include the following: installation and maintenance of signs, signals, pavement markings, and streetlights; repair and rehabilitation of streets, alleys, bridges, tunnels, and sidewalks; management of urban forestry; regulation of the public space; traffic management; parking and ground transportation policy development and program management; incident/special events management; management of traffic signals and intelligent transportation systems; oversight of DDOT’s traffic management center; traffic control and safety enforcement; and support of the District’s snow operations.

The incumbent provides administrative and technical direction to employees regarding established procedures and practices to ensure that program goals are met; and monitors the Administration’s operations for cost efficiency and effective utilization of personnel and equipment; and identifies best practices and demonstrates comprehensive knowledge of program activities and their impact on DDOT’s strategic mission.

Qualifications and Education

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.  To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

A (Master’s) degree in an advanced degree in Engineering, Public Administration, or a related field is preferred. At least ten years of experience in managing the operations and maintenance of transportation assets and infrastructure is preferred.   At least ten (10) years of supervisory management experience in operations and maintenance personnel is preferred.

Licenses and Certifications
Must possess and maintain a valid driver’s license and have an acceptable driving record.

Project management certification and current licensure as a Professional Engineer (PE) is preferred.

Working Conditions/Environment

Work is primarily conducted in an office setting.  However, the incumbent may be exposed to a variety of weather conditions while outdoors visiting various site locations.

Pay Plan, Series, and Grade: MS-0301-16

Salary Range:  $140,958 – $197,337; based on funding.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not covered under a collective bargaining unit.

Position Designation(s):

This position may be subject to criminal background checks and/or driving record checks, as well as random drug and alcohol testing pursuant to DC Act 15-620.

This position is classified as an essential position under the provisions of the District Personnel Manual Chapter 12.  As such, the incumbent is required to serve in emergency situations to perform critical duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communications.  These duties may be performed when the government is closed or when most employees are dismissed early.

The incumbent may be required to work weekends, evenings, and on-call situations.

Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
