This position is located in the District Department of Transportation (DDOT), Operations Administration (OA). This position serves as the Deputy Chief of Operations, with responsibility for assisting with the leadership and direction in the safe and efficient operations and maintenance of the District of Columbia’s transportation assets and infrastructure. The position also serves as an authority, expert and advisor on the provision of safe, efficient and effective transportation operations and maintenance services; and assists with coordinating and managing multi-year programs and projects that involve the conceptual development, design and management of traffic control measures in compliance with governing guidelines.
DUTIES AND RESPONSIBILITIES
The incumbent will provide overall direction and guidance for safe and efficient operation and maintenance of the District’s transportation system and participates in the leadership, supervision and direction of a multi-disciplinary team of in-house and contract personnel, as well as consultants who are responsible for meeting performance goals for the designated program areas of the field and maintenance operations (e.g., signs, signals, pavement markings, streets, bridges, sidewalks, streetlights, alleys, tunnels, urban forestry); incident/special events management; and traffic and parking management, analysis and studies, design and engineering, project development, reviews and approvals, and inspections. The incumbent will provide administrative and technical direction to employees regarding established procedures and practices to ensure that program goals are met; and monitors the Operations Administration’s operations for cost efficiency and effective utilization of personnel and equipment. Will oversee the contracting and procurement activities; promotes streamlining of processes for more efficient and effective implementation; and identifies best practices and demonstrates comprehensive knowledge of program activities and their impact on DDOT’s strategic mission.
This position will effectively respond to and interact with external groups, including but not limited to, unions, Advisory Neighborhood Councils, DC Councilmembers and staff, developers, Business Improvement Districts and other business associations, and District citizens. Will identify and collaborate on operational and safety plans for special events and emergency preparedness for the District of Columbia. Will assist with setting and negotiating deadlines and milestone for completion dates; and performs operational and programmatic activities, planning the budget and initiates new plans and logistics. The incumbent will lead phases of multiple, highly complex, technical, multi-year and multi-million dollar transportation and traffic management and maintenance projects which have national, regional and District Government- wide implications, and directs project assignments and resources. Will collaborates with leadership on drafting and approving consulting agreements, contract modifications, scopes of work and payments and fee negotiations. The incumbent will review final contract plans and specifications; cost estimates for completeness, clarity of details, and conformance with accepted design and construction practices; and makes recommendations for approval. The incumbent will provide the full range of supervisory services, as required to manage and direct the work efforts of subordinate staff and activities of assigned operations.
This position reports to the Chief Operations Officer and directly supervises the Strategic Operations Unit and Procurement Support Unit within the Operations Administration.
QUALIFICATIONS AND EDUCATION
Individual must possess one (1) year of specialized experience related to the Grade 14 level within the District of Columbia government. Specialized experience is experience which is directly related to the position and has equipped the person with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience may include at least ten years of experience in rail, transit, related transportation fields, the built environment and/or municipal finance and budgeting.
Master’s degree and a minimum of 10 years of progressively responsible work experience in the transportation or built environment industry preferred.
Public-Private Partnership experience highly preferred.
LICENSE AND CERTIFICATION
Must possess and maintain a valid driver’s license and have an acceptable driving record.
WORKING CONDITIONS / ENVIRONMENT
The majority of the work is in an office setting. The work is primarily sedentary, requiring no special physical demands.

Duration of Appointment: Management Supervisory Service (MSS) – at-will. At-Will employment applies to the Management Supervisory Service (MSS). All position and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability – Security Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
Emergency Designation: This position has been designated as an emergency employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Employees are required to work rotating shifts, to include evenings, nights, weekends and holidays. Employees are considered emergency personnel and are subject to call-in 24 hours a day and will be required to provide the employing agency with a telephone number where they can be reached.
