Job Summary
This position is located in the District Department of Transportation (DDOT), Office of External Affairs, Policy and Legislative Affairs Division (PLAD).
The incumbent serves an advisor to the Chief of External Affairs, the DDOT Director, and other DDOT and D.C. Government officials in the formulation, development and execution of matters pertaining to the complex legislative and policy issues of the agency.
Duties and Responsibilities
The incumbent is responsible for independently designing, planning, and carrying out assignments; solving complex problems; making program and policy decisions and recommendations; and ensuring timely completion of all projects and programs within PLAD. The incumbent is responsible for the strategic planning, development of policies and regulations, and coordinating events and activities for the agency with the general public, various constituencies, and municipal entities. The incumbent interprets a wide range of policies and plans, develops, and coordinates special projects and programs to ensure that projects are carried out in a timely manner, and in accordance with established policies and procedures. The employee will also prepare responses for management review to a variety of inquiries received from other District government officials, the general public, and numerous outside representatives, regarding the implementation of DDOT services.
The successful candidate for this position will interpret a wide range of policies and plans, develop, and coordinate special projects and programs to ensure that projects are carried out in a timely manner, and in accordance with established policies and procedures. The employee will also prepare responses for management review to a variety of inquiries received from other District government officials, the general public, and numerous outside representatives, regarding the implementation of DDOT services. The incumbent conducts or oversees the formulation of project priority setting criteria and policy development. The incumbent monitors and evaluates District and Federal legislation impacting programs, informing management the need to support or oppose pending legislation. Prepares or supervises the preparation of correspondence, decision papers, policy reports. The incumbent is directly responsible for the operation of PLAD and the supervision of staff. This includes project assignments and day-to-day monitoring to ensure project accuracy and completion.
Qualifications and Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience may include policy analysis, investigative work, preparation of reports, application of DC and federal laws that pertain to transportation, application of agency programs, plans, and concepts, professional communications with the Council of the District of Columbia. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Bachelor’s degree; an advanced degree in Public Policy, Public Administration, or related field is preferred but not required. At least ten years of experience in managing the operations of a community-based company or agency; including experience in project management, planning, and operational expertise for public sector agencies with ten (10) years of supervisory management experience is preferred.
Licenses and Certifications
Must possess and maintain a valid driver’s license.
Working Conditions/Environment
Work is primarily conducted in an office setting. However, the incumbent may be exposed to a variety of weather conditions while outdoors visiting various site locations.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: (Union): This position is not in a collective bargaining unit.
Position Designation: The position has been deemed security-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background and traffic records, if applicable) as a condition of employment, and will be subject to periodic criminal background checks, and traffic records for the duration of your tenure.
Emergency Designation: This position has been designated as an emergency employee position under District Personnel Manual’s provisions, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
