Job Summary

This position is located in the District Department of Transportation (DDOT), Project Delivery Administration, Policy and Sustainability (PSD), and leads the Environmental Planning Branch.  The Branch is responsible for reviewing DDOT projects to ensure compliance with local and federal environmental laws and regulations, air quality planning and coordination, and other environmental projects as needed.

Duties and Responsibilities

The position is responsible for supervising and coordinating environmental compliance and review of transportation projects including the preparation of environmental documents and agreements, training, agency procedures, and coordination with federal, state, and local environmental and resource agencies.

Incumbent provides leadership and direction, as a recognized technical authority in the District of Columbia pertinent to environmental planning and compliance relative to transportation issues. Reviews environmental impact statements, environmental assessments, and other related documents. Evaluates and reviews the assessments provided and ensures compliance with DDOT and FHWA requirements. Oversees the development and maintenance of reporting systems on the status of major projects and studies. Prepares decision papers for senior leadership review and approval.  Prepares statements of work and guidelines for consultant services.

Qualifications and Education

Must possess at least one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position including but are not limited to environmental analysis for transportation projects subject to Federal Highway Administration (FHWA) and other federal agencies.  Makes determination of the class of environmental action and level of documentation needed based upon research and knowledge of the National Environmental Policy Act (NEPA), FHWA, and other relevant regulations and processes.

Preferred: Minimum of 7 years of experience coordinating environmental compliance, review, management, and planning of transportation projects.  Graduation from an accredited four-year college or university with a bachelor’s degree in Environmental Science, Planning, Engineering, or related field  Or a master’s degree in a related field is preferred.

Licenses and Certifications

Must possess and maintain a valid driver’s license.

Working Environmrent /Conditions

The work is performed in the normal office setting and, in the field, when investigating site conditions.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Pay Plan, Series, and Grade: MS-0301-14

Position Designation(s):

This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12.  As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication.  These duties may be performed when the government is closed or when most employees are dismissed early.

The position has been deemed security-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.
