The WI Department of Transportation (WisDOT), Division of Transportation System Development (DTSD) is seeking an interested and qualified individual to fill a Financial Specialist Senior vacancy in the North Central Region!
This full-time position can be headquartered in Wisconsin Rapids or Rhinelander.
This position is primarily responsible for assisting the Operations Section’s management and staff with development of the Region’s State Highway maintenance budgeting efforts. This position is responsible for monitoring traffic & maintenance agreements and reporting final costs. Other activities this position is responsible for include coordinating & leading Region-wide Salt Purchasing Program and the Trans. 277 Salt Inspection Program and coordinating and processing of damage claims that result in damage to State Highway facilities in assigned regional area. It also assists in implementing and monitoring maintenance agreements in assigned regional area. This position provides assistance and backup on various permits and other miscellaneous activities in the Operations & SPO section and coordination the Operations office functions.
This position assists in the transportation program implementation and analytical duties in maintaining the North Central Region program and budget systems. This position assists the North Central Region FIIPS Coordinator in activities which are necessary to effectively process the North Central Region’s improvement projects through the statewide financial systems. This position completes/monitors key phases that each individual improvement project passes through, which include initialization into the financial system, GIS referencing with descriptive text, funding identification, local agreement review, effective scheduling, design plan review for funding authorization, on-going financial monitoring, project billing, and project closing. In addition, this position requires the ability to learn current programming policy and financial procedures including state cost share policies, along with state and federal funding guidelines.
This position serves as a liaison between Regional Operations staff, County Highway Departments, and Central office relating to a variety of requests.
This position is in schedule-range (02-13) with an hourly salary of $19.94, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Qualified applicants will have experience with all the following:
Basic accounting methods and practicesExamples include: Cash management, creating financial reporting, reviewing financial accuracy, balancing budgets (credits, debits, reimbursements, and different colors of money (program funds (365, 368, etc.), state and federal funds)
Experience using Microsoft Suite (i.e. Outlook, Excel, PowerPoint)
Interpreting and applying laws, rules, policies, and/or procedures
In addition to having all the above, well qualified applicants will have experience with one or more of the following:
Experience creating and processing purchase orders
Experience reconciling report information in a payroll or accounting setting
Experience with PeopleSoft HCM or Finance modules in an administrative role
