This position manages WisDOT’s General Transportation Aids (GTA) programs and provides on-going, complex program and policy development, analysis, monitoring, and evaluation for administering statewide local aid programs totaling over $500 million annually to Wisconsin’s 1,922 counties, cities, village and towns. This position functions as a liaison with other department staff, state agencies, statewide local associations, legislators and staff. Assignments include examining program implications of policy changes, designing methods to be used in various analyses, preparing reports to show study results, and recommending courses of action based on analytical results to division and department management.
The position is also accountable to analyze, formulate and manage the development, implementation and maintenance of computer applications, systems and tools that provide WisDOT with the ability to meet unit local program stewardship responsibilities by conducting policy, program and process performance reporting and evaluation.
This position is in schedule-range (07-03) with an annual salary of $56,160 – $74,880, plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

For positions that do allow remote working flexibility, although residency in the State of WI is not required for permanent positions, it is not anticipated that working outside of WI or bordering cities will be allowed as positions may at times need to report to office locations in WI on short notice.
Qualified applicants will have experience with all the following:
• Experience managing program(s)
• Experience interpreting, applying, and analyzing laws, rules, policies, or procedures
• Experience working with or in state, federal, or local government
• Experience in program analysis
In addition to having all the above, well qualified applicants will have experience with one or more of the following:
• Advanced Excel experience including creating pivot tables and conditional formulas
• Experience managing transportation programs
• Experience monitoring or instituting changes to a program as a result of legislative or administrative changes
• Experience in developing and summarizing complex technical information in oral and written form for internal and external stakeholders
