Job Summary

This position is located within the District Department of Transportation (DDOT), Project Delivery Administration, Transit Delivery Division.  The incumbent provides technical leadership in the development, implementation, and oversight of safety & security programs for the D.C. Streetcar system. This position will assist with ensuring compliance with the regulations of the Federal Transportation Administration (FTA), District of Columbia Safety & Security Oversight Office (SSOO) and Transportation Security Administration (TSA).  The position promotes a culture of safety by assisting in the development of safety and security training of operations, maintenance and security contractors.

Duties and Responsibilities

Under the general direction of the DC Streetcar Chief Safety and Security Officer, the Safety Oversight Officer will be responsible for evaluating operating practices and the effectiveness of the safety and security programs that are implemented by the Operations and Maintenance Contractor and the Operations Management Consultant (OMC). Conducts audits and inspections of the DC Streetcar system and the transportation safety Program Standard and related documentation, establishes goals and performance objectives for training and certification programs and monitors metrics and indices reflecting performance.  The position is responsible for ensuring compliance with standards set forth under the Moving Ahead for Progress in the 21st Century Act (MAP-21), all applicable federal regulations and D.C. regulations. The position also assists with accident and incident investigations, drafting after action reports with recommendations to ensure the prevention of similar incidents.

Prioritizes and allocates available program resources: reviews and evaluates program and service delivery; makes recommendations for and executes changes in operations; and assists in developing new program elements, including researching, compiling and analyzing supporting data. Interacts with internal and external stakeholders to fulfill state and local program requirements, and to foster collaborative working relationships to the benefit of the program and the administration.  Assist with the implementation of the Safety Management Systems (SMS) program in the D.C. Streetcar program.  Conduct random safety & security compliance checks; ensure OMC & contractors are in compliance with the FTA, TSA, and SSO standards. Responsible for working with the Streetcar Management staff and making recommendations on mitigating and addressing all hazards along with tracking hazards to closure.

Qualifications and Education

Undergraduate and Graduate Education: Major study — accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.  To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Graduation from an accredited four-year college or university with a bachelor’s degree in Engineering, Safety, Transportation, or the Physical Science or related field is highly preferred.

Licenses and Certifications

Must possess and maintain a valid driver’s license

OSHA 10 certification preferred

OSHA 30 certification preferred

National Incident Management Systems training preferred

Certification as a safety professional (CSP) is preferred

Work Environment

The work is performed in the normal office setting and in the field.

Other Significant Factors

Tour of Duty: Nights, weekend, or holiday hours may be required to complete assigned tasks.

Collective Bargaining Unit: (Union): This position is not in the collective bargaining unit.

Position Designation(s):

This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12.  As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication.  These duties may be performed when the government is closed or when most employees are dismissed early.

The position has been deemed safety-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, drug and alcohol testing, traffic record checks, if applicable) as a condition of employment, and will be subject to periodic criminal background checks and drug and alcohol testing for the duration of your tenure.
