General Job Information
The position is in the District Department of Transportation (DDOT), Operations Administration (OA) Public Space Regulation Division (PSRD). The function of this position is to serve as an expert analyst with responsibility for evaluating for the purpose of Improving the efficiency and effectiveness of administrative and managerial operations and operating programs throughout the agency. The incumbent provides leadership and direction to subordinate staff in the research, investigation, analysis, and development of new and/or improved processes and procedures designed to improve the agency’s administrative, managerial, and operational efficiency.
Duties and Responsibilities
Serves as a key member of the Director’s and Associate Director’s advisory staff. Defines current and future business environments and establishes metrics to measure and evaluate systems performance. Exercises analytical and evaluative expertise in the review of agency goals and objectives, operations, and business processes. Performs root cause analyses of business processes to identify needs for reform. Designs and/or conducts comprehensive management studies, the boundaries of which are extremely broad and difficult to determine in advance such as those involving changing requirements, evolving legislative change, overlapping functions, etc. Develops and maintains strategic plans for agency reforms, including new or improved business processes and practices. Keeps the supervisor abreast of significant problems identified. Plans, coordinates, and supervises a broad range of complex special projects and programs related to the design, re-design and improvement of agency customer service response processes and programs. Assesses extremely diverse, critical, controversial and/or sensitive matters of interest to the supervisor and recommends approaches and solutions.
Serves as a project manager for large and complex project assignments. Organizes, plans and coordinates a wide variety of activities within the department of major community interest, cost and funding method considerations, and political and media interest. Has authority and responsibility for the successful completion of the project, as delegated by the supervisor. As appropriate, develops comprehensive, long-range schedules showing the sequence of tasks, target dates and persons responsible for the various activities, which must be coordinated over the three-to-four-year duration of identified projects. Reviews technical, financial, and administrative correspondence and reports, identifying complex and unusual problems; discusses with responsible manager and provides substantive recommendations. Prepares policy statements and reviews and assesses the impact of proposed legislation on functional responsibilities and operations of the office, as directed. Assesses, compiles and reviews data to develop policies, procedures and/or systems for establishing, operating, and assessing the effectiveness of programmatic and administrative control systems such as those designed to achieve anti-deficiency requirements are met, streamline and simplify regulatory schemes, facilitate inspection, compliance and enforcement activities, etc. Develops responses to high level inquiries from the supervisor, Agency Director, City Administrator, Deputy Mayor, Mayor, District of Columbia City Council or others regarding agency action pertinent to issues of significant importance and/or consequence, complexity, or sensitivity.
Qualifications and Education
This position requires at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience is experience which is directly related to the position and has equipped the person with the knowledge, skills, and abilities to successfully perform the duties of the position. Expert understanding of the interrelationship between various programs and functions at DDOT and their concepts and methodologies; and knowledge of and skills in evaluative and analytical methods related to qualitative and quantitative methods to interpret information and data.
Bachelor’s Degree preferred.
Licenses and Certifications
Must possess and maintain a valid driver’s license and have an acceptable driving record.
The work is performed in an office setting, but there will be significant amounts of time spent outside.

Duration of Appointment: Management Supervisory Service (MSS) – at-will. At-Will employment applies to the Management Supervisory Service (MSS). All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Emergency Designation: This position has been designated as Emergency. Employees occupying positions designated as Emergency are required to:
• Provide advice, recommendations, and/or specific functional support necessary for the continuity of operations during a declared emergency.
• Remain at their duty station, or alternate work location (approved by their supervisor), if activated, when a situation or condition occurs and results in early dismissal for nonessential/non-emergency employees.
• Report to their duty station, when activated, on time and as scheduled when a situation or condition occurs during non-work hours, and results in the late arrival or closing of District government offices for non-essential/non-emergency employees.
• Telework during a declared emergency, instead of remaining or reporting to his or her duty station, if directed by the agency head (or designee), supervisor or manager.
