ITD is hiring a Research Analyst Principal within the Division of Highways Construction & Operations, Data Analytics section. This position will be located at our Headquarters office in Boise, Idaho.

This section supports the Department in making highway construction project decisions by using models and data management systems. The successful candidate will be responsible for working with large amounts of data and modeling various scenarios that help inform future needs of or assess already-built highway construction projects throughout the state.  Additionally, the successful candidate will work with various data sets from interdisciplinary teams throughout the Department to help ITD realize the most value from its data investments.

EXAMPLE OF DUTIES

  • Emphasis in data science topics, including research and process automation
  • Coordinate data analytics projects throughout the department
  • Develop software scripts that automate data-intensive tasks
  • Specify and assess available data for purchase with department objectives in a variety of subject areas
  • Operate, maintain, and interpret the results of Idaho’s Statewide Travel Demand Model
  • Work in conjunction with economics office to calculate benefit-cost ratios on proposed highway projects in the safety & capacity program
  • Assist the Highway Performance Monitoring System (HPMS) Coordinator to create the annual data submittal to Federal Highway Administration (FHWA)
  • Help Transportation Performance Measures Owners with updating and modifying their measures and calculating their goals and results
  • Assist the Transportation Systems Manager with data analysis and special request

MINIMUM QUALIFICATIONS

Good Knowledge Of:

  • Modeling and trend analysis and simulation techniques.

Experience:

  • Planning, developing, and implementing complex research and statistical projects and presenting the results
  • Using and interpreting output of a statistical analysis software package.

DESIRED QUALIFICATIONS

  • Ability to lift up to 50 pounds
  • Travel Demand Modeling experience
  • Experience using Python or R programming languages to work with large data sets.  Also, experience with SQL for reporting on rather complicated database designs
  • Experience using Python to automate workflow, such as creating Extract-Transform-Load processes or extracting data from forms in bulk
  • Experience working with Travel Demand Modeling software such as Bentley Cube Voyager
  • Experience with GIS software such as ESRI ArcGIS, including using Python to automate workflow
