Compensation:

Annual Salary Range:  $108,555.20 to $113,298.42
Hourly Pay Range:  $52.19 to $54.47

Position Summary & Responsibilities:

Position Summary:

This Assistant Bureau Chief position is located in Topeka, at the Eisenhower State Office Building, and is within the Bureau of Transportation Planning.

This position directs and manages two sections of the Bureau of Transportation Planning (Bureau). These two sections are Traffic and Field Operations (TFO) and Models and Forecasting. These sections are responsible for collecting, storing and maintaining and analyzing traffic data and roadway attributes in databases for the agency, presenting this data in the form of reports and maps and conducting traffic forecast and analyses.

Job Responsibilities may include but are not limited to the following:

  • Plans, manages directs, and administers the activities necessary to maintain the proper and efficient functioning of the TFO section and the Models and Forecasting section. The activities of the TFO section involve planning, collecting, analyzing, and reporting on a variety of traffic data including standard traffic counts and counts by vehicle type and weight as described in the Kansas Traffic Monitoring System for Highways (TMSH).
  • Directs the collection, analysis, and compilation of data and the preparation of reports and recommendations to provide information regarding the various highway planning activities of the Bureau. These reports and recommendations include monthly and annual reporting of traffic data to the Federal Highway Administration (FHWA); annual AADT submission of the Highway Performance Monitoring System (HPMS), the official mileage and travel submission to the State Treasurer’s office;
  • Develops, in cooperation with the section heads, the Assistant Bureau Chief of GIS, the Bureau Chief, and the
  • Assistant to the Director, the annual operating budget for the Bureau which meets the expected objectives of the Bureau.
  • Develops and coordinates the efforts necessary to maintain the Bureau’s capability to provide accurate and useful traffic trend information to meet the demands of the agency, other government agencies, and the public.
  • Provides development and preparation of assigned sections activities included in the annual State Planning and
  • Research (SPR) work program. The work program is a federal requirement and documents the planning and research activities of KDOT which are required by federal regulations.
  • Informs, trains, assigns, and evaluates personnel in order to provide for the efficient accomplishment of all activities assigned to the position and to provide for the development of the professional and technical competency of the personnel.

Qualifications:

Minimum Qualifications:

  • Professional Engineering License recognized by the Kansas Board of Technical Professionals
  • Seven years of professional engineering experience
  • Education may be substituted for experience as determined relevant by the agency. Transcripts are required for education to be considered.
  • Valid Driver’s License at time of appointment.

Preferred Qualifications:

  • Ten years of professional engineering experience supervising multiple teams consisting of engineers, computer modelers and technicians.
  • Traffic Count Program Management Experience, Database Experience, Spreadsheet Experience.
    SQL Programming Experience, GIS experience in an LRS environment, traffic modeling and forecasting experience.
