The main purpose of this position is to assist the Office of Highway Development (OHD) Director in managing, supervising, directing, and administering the work of the OHD and to represent the Director, as needed, in these activities.  This position will have direct responsibility for three or more divisions and may have responsibility over the Administrative Section as well.  The position will have general approval authority within OHD in the absence of the Director.

The Deputy Director will oversee project and program delivery processes for assigned divisions, direct overall office management responsibilities, and support those functions for the other Deputy Director(s) and the remaining divisions as needed.  Responsibilities for this position may include coordination and management of fund programs, oversight of procurement and contract management, project delivery, engineering design review and compliance, cash flows, project schedules, engineering quality control, creation and application of design policies, and addressing production or process issues that cross MDOT SHA office/district boundaries.   Additional responsibilities may also include oversight of training, recruitment, talent management, and personnel management activities.

PREFERRED QUALIFICATIONS:

 

Possession of a Maryland Professional Engineer license, civil engineering option, is required.   Evidence of licensure must be presented at the time of appointment.

EXPERIENCE:   Eight (8) years of transportation engineering experience.  Four (4) years of this experience must have directly involved supervision over the design of highway-related improvement projects as a licensed, professional engineer.  Three (3) years of the engineering experience must have been in highway/transportation-related improvement projects.

The ideal candidate will possess the following:

 

Knowledge of the standard design and project management process for transportation projects from project initiation through construction completion and open to traffic
Ability to manage multiple programs, delivering numerous concurrent projects of varying degrees of size and complexity
Proficiency in developing or reviewing cost estimates and completing bid analysis; developing design schedules for multiple projects
Expert knowledge of AASHTO design policy and guidelines, FHWA design and funding requirements, and Standards and Specifications for Construction
Expert knowledge of required permits, utility coordination, and survey and plat development for projects
Excellent written and oral communication and negotiation skills
