Transportation Design Engineer IV

The Transportation Design Engineer IV will function as a licensed professional engineer, complete detailed engineering reviews for complex and significant transportation projects; and contribute to Business Systems Integration efforts as an engineering process Subject Matter Expert (SME). This position will review contract documents as a senior staff specialist for AASHTO compliance; standard details; specifications for construction and materials; biddability; quality control; roadside design; Americans with Disabilities Act (ADA) and Bicycle Compliance to ensure compliance with federal, state, and local jurisdiction standards, and the administration’s policies and procedures to support the development of construction contract documents for transportation projects.

This position functions as a technical expert and provides technical guidance to engineers and project managers concerning the application of AASHTO, traffic barrier, roadside design guidance and standards, specifications, and other design guidelines. This position also contributes to the guidelines for the engineering processes performed by DTSD.

Possession of a Maryland Professional Engineer license. Evidence of license must be presented at the time of appointment.

SELECTIVE QUALIFICATIONS:  Two (2) years of experience in the design and management of highway improvement projects.


This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification.  Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

The ideal candidate will possess the following:

Experience with reviewing and preparing of plans, specifications, and cost estimates for highway improvement projects.
Experience in development of engineering standards, specifications, policies, and guidelines.
Knowledge of design guidelines and standards such as AASHTO (Greenbook and Roadside Design Guide), MUTCD, and Highway Capacity Manual.
Knowledge of the Plans, Specifications and Estimates (PS&E) process and preparing contract documents necessary for advertising and bidding, understanding of post advertisement activities such as Addenda and Redline revisions.
Excellent written and verbal communication and interpersonal skills.
