RECRUITMENT: The Maryland Department of Transportation State Highway Administration’s (MDOT SHA) Office of Materials Technology (OMT) in Anne Arundel County is recruiting for a Deputy Director- Materials Engineering (DOT Executive IV) position. This executive service recruitment is open to anyone who meets the preferred qualifications listed below.
The Deputy Director – Materials Engineering serves as a manager in the technical field of materials engineering. This position will assist the OMT Director in executive, administrative, and engineering design responsibilities. Duties will include assisting with implementing material engineering and product design that support SHA’s project delivery program for efficient and sustainable transportation for Maryland citizens; liaising on behalf of OMT with a wide variety of national, state and local organizations and other MDOT SHA offices; and material testing, analysis, and reporting for MDOT SHA project delivery programs and for MDOT SHA’s pavement sustainability network and bridge deck program to meet national performance measures. Although infrequent and unique, this position requires emergency response to geo-hazards that have potential for temporary road closures and cause major disruptions to traffic.
This position will supervise the Team Leader of the Procurement Section, the Performance Excellence/Unit Training Coordinator, Division Chiefs in the Pavement and Geotechnical Division, the Field Explorations Division, the Engineering Geology Division, and indirectly oversee material engineering efforts for approximately 100 staff members.

QUALIFICATIONS:
Preferred Qualifications:
Experience: Ten (10) years of experience in civil or professional engineering. Five (5) years of this experience should include work in professional engineering or complex construction projects involving construction materials.
Five (5) years of this experience must have involved the supervision of employees or exercising responsibility for program development, with two (2) of these years at the managerial level.
Note: U.S. Armed Forces military service experience as defined under the minimum qualifications may be substituted for the required education and experience on a year-for-year basis.
The ideal candidate will:
Possess a Professional Engineers License
Possess a bachelor’s or master’s degree in civil engineering or a related field from an accredited college or university.
Possess knowledge of geohazards, pavement and geotechnical condition testing and assessment, subsurface exploration techniques, new products evaluation, pavement and geotechnical engineering and procurement procedures.

Special Requirements: This position is available and on call 24 hours/7 days a week to assist all management and employees in any capacity that involves the lab and field operations of staff.
