The Maryland Department of Transportation’s State Highway Administration (MDOT SHA) is seeking to fill an executive service position as a Division Chief – Highway Hydraulics (Transportation Design Engineer VII) in the Office of Highway Development located in Baltimore City. This position is open to anyone who meets the preferred qualifications listed below.
The primary purpose of the Division Chief – Highway Hydraulics is to manage all major functions for the MDOT SHA Highway Hydraulics Division. This position will supervise senior level professional engineers in the performance of engineering, design and preparation of plans, specifications, and estimates for highway drainage improvement projects. This position will be responsible for providing oversight of state staff and consultant support services performing design and technical services in the development and delivery of stormwater management, storm drainage, erosion/sediment control, stream stabilization/restoration and hydraulic design for MDOT SHA projects, maintenance activities, or private projects affecting MDOT SHA property. A critical job requirement of this position is to function as MDOT SHA’s top level expert in executing and/or directing highly complex technical aspects involved in hydraulic design and environmental permitting. This position is responsible for the overall management of drainage funds and for ensuring MDOT SHA compliance with National Pollutant Discharge Elimination System (NPDES) permitting conditions for stormwater management and construction activities, and a variety of other state and federal environmental requirements.

Preferred Qualifications:
Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at time of appointment.
Experience: Three (3) years of experience managing engineering projects as a licensed professional engineer.
Selective Qualification: Two (2) years of experience supervising the design and review of erosion, sediment and stormwater management for transportation related improvement projects as a licensed professional engineer.
The ideal candidate should possess the following:
- Experience in design and review of erosion/sediment control (ESC) and stormwater management (SWM) plans and computations on large and small transportation projects
- Experience in coordinating and obtaining SWM/ESC permits with environmental agencies; as well as obtaining applicable permits from environmental agencies
- Ability to interpret Maryland State laws and policies regarding water resources
- Knowledge of the standard design and project management process for transportation projects from project initiation through construction completion and open to traffic
- Experience in Architectural/Engineering (A/E) consulting, contract procurement and management
- Excellent written and oral communication, interpersonal and leadership skills
- Expert knowledge of ESC/SWM design guidelines and NPDES stormwater and sediment control requirements
- Experience in budget or fund management
- Experience in environmental permitting
- Experience in asset management
- Ability to interpret state, local, and federal policies and regulations
