Research Section Manager
Up to $155,639/annually

This position manages and directs all administrative, technical and research activities of MnDOT’s pavement research program so that the activities are relevant and responsive to the emerging needs of the Department. The position also manages activities at the MnROAD facility in Monticello, MN, and several associated pooled fund projects with multiple state members.
Occasional in-state travel to meetings and construction project sites is required. Occasional out-of-state travel is also required to attend regional and national conferences. Some travel may be overnight.

MINIMUM QUALIFICATIONS
Registration as a Professional Civil Engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience, and Interior Design (AELSLAGID) or ability to obtain licensure through reciprocity AND five years of post-registration experience with three years at the Engineer Principal level.
(If obtaining licensure through reciprocity, a temporary permit from AELSLAGID must be provided to MnDOT HR prior to starting employment.)

· Leadership and Management: Demonstrated ability to enhance trust through transparency and accountability; demonstrated ability to lead and manage a variety of functions, such as research, program delivery and maintenance; and demonstrated ability to lead change and maintain a strong team environment.
· Technical Expertise: Experience with pavement design and construction techniques, soils and aggregates, construction materials and testing principles, and mechanized data gathering for pavement design purposes. Experience integrating diverse transportation research.
· Policymaking: Experience developing and implementing policies, rules, standards, and procedures.
· Human Relations: Experience supervising staff and establishing relationships with staff, stakeholders, and interest groups.
· Fiscal Management: Experience developing and managing budgets including the allocation of resources.
