This position provides leadership and management direction for Minnesota’s public transportation activities (transit and intercity bus), statewide plans and programs for people walking and biking, and MnDOT-owned ABC Ramps in downtown Minneapolis.  The Office of Transit and Active Transportation (OTAT) director leads an office of approximately 60 transportation professionals and is fiscally responsible for almost $200 million in grants annually to support public transportation throughout Greater Minnesota and rural areas in and around the Twin Cities metropolitan area.  The position represents MnDOT with federal, state, and local government, nonprofits, and the private sector.  Occasional travel within the state is expected.  This position will have the option to telework part-time.

Five years of progressively responsible experience of which three are managerial.

·         Technical expertise: Experience with transportation planning, urban planning concepts, as well as knowledge of federal (FTA, FHWA), state and major metropolitan area laws, regulations, and policies; knowledge of transit, intercity bus, pedestrian and bicycle functions, goals, programs, planning, service design and service operations; and, broad knowledge of construction and maintenance concepts, techniques, transit operations, facilities, and equipment.

·         Policymaking: Experience developing and implementing policies, rules, standards, and procedures.

·         Human relations: Experience supervising staff and establishing relationships with staff, stakeholders, and interest groups.

·         Fiscal Management:  Experience managing large, complex budgets (e.g., multiple revenue streams, grants, revolving funds, legislative appropriations).
