The State of New Hampshire, Department of Transportation, Division of Project Development, Bureau of Planning & Community Assistance, has a full-time vacancy for a Supervisor of Transportation/GIS Management (Civil Engineer V).
SUMMARY: Administers the Geographical Information System (GIS) planning section, network and project level GIS analyses and data needs to support the NHDOT transportation system and assets.
RESPONSIBILITIES:
- Manages the effective staffing of the GIS Section, including completion of performance evaluations, approving leave and work schedules, assignment of work to staff, and coordination of training to meet business and employee needs.
- Coordinates the GIS section activities with other bureaus within the Department in support of Asset Management and inventory efforts, to facilitate the efficient development, management, and maintenance of data sets to meet NHDOT business needs.
- Coordinate the activities of the GIS section with other state and federal agencies in the development and submittal of required state and federal transportation data to support roadway and bridge inventory systems, performance measures, funding recommendations and decisions, and other management level efforts.
- Develops and manages GIS consultant contracts to ensure that scopes meet NHDOT business needs and that work products are completed satisfactorily in scope, schedule, and budget, to include acceptance/rejection of work, and reviewing/approving reimbursement requests.
- Prepares and presents reports to meet DOT management, state, and federal legislative needs regarding the statistics of the highway system.
- Coordinates establishment of Departmental GIS goals, policies, and procedures to be consistent with department and statewide standards.
- Acts as liaison between the Department and the regional planning agencies regarding GIS issues.
MINIMUM QUALIFICATIONS:
Education: Possession of a Master of Science degree from a recognized college or university with a major concentration in civil engineering, or possession of a Bachelor of Science degree from a recognized college or university with a major in civil engineering and possession of a Master of Business Administration degree from a recognized college or university.
Experience: 1 year of work experience in the practice of civil engineering post Professional Engineer licensure.
OR
Education: Possession of a Bachelor’s of Science degree from a recognized college or university with a major concentration in civil engineering.
Experience: 3 years’ work experience in the practice of civil engineering post Professional Engineer licensure.
OR
Education: Possession of an Associate’s degree from a recognized college or university, with a major study in civil technology.
Experience: 5 years’ work experience in the practice of civil engineering post Professional Engineer licensure.
License/Certification:
1. Must be a Licensed Professional Engineer in the State of New Hampshire or a Licensed Professional Engineer in another state and obtain licensure in NH within one year of employment. Licensure designation must be in Civil, Civil Highway, Geo Technical or Structural Engineering.
2. Must possess a valid driver’s license and/or have access to transportation for statewide travel. The applicant’s Motor Vehicle Record (MVR) must meet the minimum standards as established by the hiring agency.
RECOMMENDED WORK TRAITS: Knowledge of civil engineering principles and practices. Knowledge of inspection and testing techniques of materials used in construction projects. Knowledge of supervisory principles. Knowledge of state and federal laws and regulations related to the engineering option. Knowledge of survey principles. Knowledge of hydraulics, soils, and materials. Ability to plan the work and supervise a staff of professional, technical, clerical, and other employees. Ability to communicate effectively. Ability to work complicated mathematical problems. Ability to establish and maintain effective working relationships with associates, subordinates, public officials, and other professionals. Must be willing to maintain appearance appropriate to assigned duties and responsibilities as determined by the agency appointing authority.
