The New Jersey Department of Transportation (NJDOT) is seeking candidates for the position of Manager, Contract Compliance & DBE/ESBE Support. The standard workweek is Monday through Friday. DESCRIPTION Reporting directly to the NJDOT’s Director of Civil Rights & Affirmation Action, this position is responsible for planning and developing the execution of NJDOTs external Equal Employment Opportunity/Affirmative Action (EEO/AA) programs as required by and consistent with State and Federal statutes. More specifically, this position is responsible for the management and implementation of the Contractor Compliance (CC), Disadvantaged Business Enterprises (DBE) and Small Business Programs. Position responsibilities include, but are not limited to the following: • Provide overall leadership and coordination in the delivery of the department’s external Civil Rights/Affirmative Action (CR/AA) programs with the goal of promoting equity, opportunity and inclusion; • Direct and supervise program/unit supervisors; • Oversee, review and approve Federal triennial DBE goal and contract specific goals established for DBE, SBE & ESBE participation; • Develop and oversee activities that promote participation of small, minority and disadvantaged businesses in NJDOT’s contracting and other business opportunities; • Recommends, develops, evaluates and administers policies and procedures that support and facilitate the goals and objectives of the CC, DBE, and Small Business Programs; • Serve as a subject matter expert (SME) on NJDOT’s business equity, diversity and inclusion programs and consults, analyzes and makes recommendations on related issues; • Serve as the department’s designee and/or liaison with other State and Federal civil rights enforcement agencies; • Direct and oversee reviews and assessments of department’s business activities to ensure nondiscrimination, equal access and internal/external compliance with applicable rules, regulations, policies and procedures; • Oversee effective and efficient implementation of the contractor compliance programs to ensure that department contractors are actively complying with CR/AA contract provisions including goals for the participation of disadvantaged, emerging and small businesses, on – the – job training and wage rate requirements, as appropriate; • Develop, build and maintain relationships with community, business and special interest groups concerned with and/or involved in NJDOT’s CC, DBE, SBE and ESBE programs and initiatives.

REQUIREMENTS
Education: Graduation from an accredited college or universitywith a Bachelor’s degree.
Experience: Seven (7) years of professional administrative experience in a large private or public agency,
which shall have included increasing responsibility for significant phases of a equal employment opportunity
and/or contracting/business equity program, four (4) years of which shall have been in a supervisory capacity.
Note: A Master’s degree in Public Administration, Personnel Administration, or other related field may be substituted
for one year of the non – supervisory experience.
Preferred: Candidates with excellent communication and relationship building skills; business community engagement
and advocacy experience;and cultural sensitivity awareness are preferred.
Work Authorization: Applicants must be authorized to work in the United States according to the Department of
Homeland Security, United States Citizenship and Immigration Services regulations. NJDOT does not provide
sponsorship or accept student OPT/CPT programs, Fl or HIB work authorization visas.
Residency: All persons hired on or after September 1, 2011 have one year from the date of appointment to establish,
and then maintain, principal residence in the State of New Jersey subject to the provisions of N.J.S.A. 52: 14 – 7 {P.L. 2011, c. 70),
also known as the ‘”New Jersey First Act.”
