DESCRIPTION
The New Jersey Department of Transportation (NJDOT) is seeking candidates for the position of Planner Trainee
within the Division of Planning, Multimodal and Grants Administration, Statewide Planning, Bureau of Statewide
Strategies. Planner Trainees are assigned a 40 – hour work week. Current starting salary is $50,737 and after six
months is $53,050. As a NJ State Department, NJDOT offers a comprehensive benefits package including Health

Benefit Leave (12 vacation days, 15 sick days, and 3 administrative days).
The mission of the Bureau of Statewide Strategies is to conduct long range, performance – based, transportation
planning by integrating transportation, air quality and land use in cooperation with the metropolitan planning
organizations (MPOs). Responsibilities of this office include the SLRTP, TAMP, Transit Village Program, State Highway
Access Management Code, System Performance (Technical Analysis), Congestion Management & Air Quality (CMAQ)
Program, Travel Demand Modeling (TDM), implementation of the State Development and Redevelopment Plan (SDRP)
at NJDOT through Department plans, policies, regulations, programs and practices and the administration and oversight
of the state’s three MPOs Unified Planning Work Program. The Bureau will be heavily involved with new tasks under
Bipartisan Infrastructure Law, or IIJA.
The Metropolitan Planning Organization (MPO) Liaison Unit in the Bureau of Statewide Strategies leads and fulfills
the Department’s oversight responsibilities required by the Federal HighwayAdministration for the metropolitan
planning program. This position assists in ensuring MPO compliance with metropolitan planning requirements
contained in Statewide and Metropolitan Transportation Planning rule (23 CFR 450) and in meeting all Mutual
Service Standards for development and approval of the MPO Unified Planning Work Program in a timely manner.

JOB DESCRIPTION
Responsibilities include assisting in MPO Script meetings to brief the Department’s and other agencies’ voting
members to the MPO Board meetings; Represent the Department at Technical Advisory Committee or Regional
Technical Advisory Committee meetings for the MPOs; Review and comment on draft Unified Planning Work
Programs and recommend approval to the Federal HighwayAdministration; Review and comment on draft
multi – modal Regional Transportation Plans to ensure compliance with MAP – 21 and state planning priorities;
Promote, coordinate and advance the Department’s transportation policies and procedures with the MPOs;
Provides staff support for quarterly Collaboration Meetings with the MPOs, federal agencies, NJ TRANSIT
and Department staff to consist of developing agenda, taking meeting notes and preparing the meeting summary.
PREFERRED SKILLS/EXPERIENCE
Research and organizational skills; practical knowledge in transportation planning; Ability to interpret maps,
charts, graphs, diagrams, tables, etc.; Oral and written communication skills as a result of collaboration with
staff and MPOs and preparation of technical memoranda, reports, presentations, etc.;and IT/computer skills
via use of commonly used computer applications and those used by the NJDOT.

REQUIREMENTS
Graduation from an accredited college with a Bachelor’s degree including or supplemented by twenty – one (21)
semester hour credits in professional planning subjects such as the principles of land use planning, history of
city planning, planning project design and planning law and administration.
NOTE: A valid license as a Professional Planner issued by the New Jersey State Board of Professional Planners
may be substituted for the education requirement.
NOTE: Possession of a current and valid credential as a Certified Planner issued by the American Institute of
Certified Planners (AICP) may be substituted for the educational requirement.
LICENSE: Appointees will be required a possess a driver’s license valid in New Jersey only if the operation of a
vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
