Why does the job exist?
The purpose of this position is to serve as the Office Manager for the Bloomfield Project Office. This involves reviewing contract documents for construction project, including subcontracts, certified payrolls, change orders, monthly pay estimates and final closeout documents. It also involves auditing quantities, filing and other office duties. This job exists to ensure that all documentation associated with construction projects assigned to the Bloomfield Project Office are appropriately managed and properly filed to be compliant with federal and state requirements and to ensure the timely payment of monthly estimates to contractors.

This position is subject to be assigned to other project offices throughout the District Five area.

How does it get done?
The Office Manager is responsible for reviewing contract documents, such as subcontracts, certified payrolls, and estimates to ensure compliance with all state and federal requirements. In addition, they will be auditing quantities for pay estimates, maintaining updated information in APConstruction, Labor Compliance Software tracker and Business to Government Now, and ensuring that the office is stocked with sufficient supplies. Incumbent will also be responsible for keeping track of and filing material certifications, correspondence, and project files. This incumbent is also required to assist with the final package for project closure and other various office duties as assigned. Lastly the incumbent is also responsible for maintaining a presence in the Project Office when the Project Manager and inspectors are in the field performing their job duties.

Ideal Candidate
The ideal candidate will have experience in:

– AP Construction Software;
– Labor Compliance Software tracker and Business to Government Now Software;
– Auditing;
– Office Management;
– Construction and plan reading; and
– Microsoft Office.

Minimum Qualification
High School Diploma or equivalent and four (4) years of relevant experience. Substitutions Apply. See Substitution Table below.

Employment Requirements
Must possess and maintain a valid Driver’s License. Employment requires successful completion of post offer pre-employment physical exam and is conditional pending results. Pre-employment background investigation is required and is conditional pending results. Business reference check and Driver’s License verification are also required and employment is conditional pending results.

Working Conditions

Work is performed primarily in the field in varying weather conditions: hot or cold, humidity, wind, rain and snow. Exposure to sunlight, dust, pollen, chemicals, rough/rugged terrain, insects and reptiles, noxious plants and infected trash; exposure to moving mechanical parts, high precarious places, toxic fumes/chemicals and/or airborne particles, hazardous chemicals and/or asphalt and petroleum products; exposure to temperatures up to 150 degrees around oil distributor operations; high speed/high volume traffic and loud noises; subject to falls and bruises, considerable physical strain; standing for extended periods of time doing traffic control or walking long distances for litter control; hand dexterity required for some duties; numerous specific vision abilities to include: close, distance, color and peripheral vision, depth perception and ability to adjust focus; some climbing, reaching, kneeling and crawling to perform job duties; ability to lift up to 50 pounds. Work may also be performed in an office setting with exposure to visual/Video Display Terminal (VDT) and extensive personal computer and telephone usage to include working with faxes, copiers and printers.  May be required to work irregular hours and is subject to call out for weather, accidents and/or emergencies on short notice; frequent temporary assignments that require travel and extended overnight stays to include weekends, holidays, and overtime are required. Willingness to accept change of geographical assignments; interaction with the public.
