Why does the job exist?
The purpose of this position is to facilitate the Request for Proposal (RFP) process, develop contracts, and contract amendments for the New Mexico Department of Transportation (NMDOT) District Five (5). This position will also provide administrative support to the procurement division which will entail preparing purchase orders and assisting with monitoring the budget.
How does it get done?
Develop contracts and contract amendments. Audit contracts and RFP’s when processing contract amendments ensuring the amendment is legally compliant and process sole source determination forms for engineering services as needed ensuring appropriate justification. Prepare purchase orders, provide administrative duties and be in compliance with NMDOT processes and procedures as well as State Purchasing regulations and follow the Procurement Code.

* Knowledge and experience with the State Procurement Code;
* Knowledge and experience with contracts, amendments and RFP’s;
* Knowledge and experience with SHARE Financial and HCM;
* Excellent customer service experience and communication skills; and
* Experience with developing request for proposals;
Minimum Qualification
Bachelor’s degree in Business or Accounting and Finance and two (2) years of experience in accounting, finance, purchasing, procurement and/or warehouse clerking. Substitutions Apply. See Substitution Table below.

Employment Requirements
Must possess and maintain a valid Driver’s License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as condition of continued employment.
Working Conditions
State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services (“CMS”), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.
Work is performed in an office setting, with exposure to Visual/Video Display Terminal (VDT), extensive computer and telephone usage. Must be able to lift 20 lbs.
