The role:
Bring your project management expertise to the Contract Administration Unit! As the AASHTOWare lead system administrator, you will lead eConstruction initiatives from start to finish. Key duties include successfully delivering the enterprise-level portfolio of projects, maintenance efforts, and working requests affecting AASHTOWare Project and various divisions and business lines. You will plan projects, set deadlines, ensure resource availability, resolve stakeholder conflicts and guide project management staff to deliver technology solutions for construction contract administration. A day in the life:
· Serve as program manager for AASHTOWare Project construction and materials and civil rights and labor modules.
· Lead system administration teams through roll-out and maintenance of the systems.
· Make recommendations on policy, organizational effectiveness, organizational performance measures and other project outcomes to meet business needs.
· Plan operational improvement projects, maintenance efforts and work requests and develop resource, cost and time estimates for accomplishing program or customer driven work requests and enhancements.
· Review program change requests for cost and benefit of change and make recommendation to AASHTOWare executive steering committee.
· Communicate and work with AASHTOWare end-user designee on system changes and upgrades.
· Evaluate and identify criteria, reports, performance measures, and processes for the ongoing measurement and monitoring of system performance and functionality.
· Provide contract oversight and help administer day-to-day system contractual work, ensuring that contractors deliver the work products within the contract’s terms and dates.
· Attend leadership groups, peer exchanges, and other forums to present or communicate program status and implementation schedules, share lessons learned and receive feedback from users.
· Participate in development and delivery of end-user training on utilization and application of systems.
· Work in an office environment with hybrid work options available and statewide travel required.

What we need:
Seven years of professional level experience related to the class concept;
OR
Six years of professional level experience related to the class concept and an Oregon Project Management Associate Certification;
OR
Four years of professional level experience related to the class concept and a bachelor’s degree in business administration, management, public administration, or a closely related field;
OR
Two years of professional level experience and Project Management Professional Certification awarded by the Project Management Institute.
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

· Demonstrated leadership in a matrixed organization responsible for successful operations of information technology (IT) systems and successful delivery of IT and business improvement initiatives.
· Strong understanding of state department of transportation project delivery processes and lifecycle.
· Strong communication skills: listening, interpersonal, written and verbally with a variety of people answering questions and gathering and exchanging information.
· Skill in planning, assigning and organizing work efficiently and exercising independent judgment in making appropriate decisions concerning work planning and work methods.
· Experience and strong understanding of best practices in system IT change management, access control and security, troubleshooting and incident management support processes.
