The role:

Bring your project management experience to our team in Portland! In this role, you will be responsible for projects in both design and construction throughout the Portland metro area, Mt. Hood, Columbia River Gorge and Hood River County. You will work with engineers, technicians, surveyors and clerical staff who will assist you in your role as the contract administrator for construction and consultant services contracts.

You will be fully responsible for directing all activities necessary in the development of outsourced contracts for highly complex highway construction projects and you’ll act as the agency’s project manager for outsourced and internally designed projects. Hybrid work available! This position is located in Region 1’s office in downtown Portland. The employee in this position has the option to work from a remote location for up to 3 days per week, with a minimum of 2 days per week in the office.

A day in the life:

  • Manage the design, pre-bid and pre-construction meetings with contractors, consultants, agency staff, the Federal Highway Administration and other state workers.
  • Meet with contractors regularly to plan and coordinate work, resolve project issues or scheduling concerns and other contract topics.
  • Lead design and construction efforts to ensure the community has a chance to provide input and ensure property owners, elected officials and the media are advised on the effects of construction work in the community.
  • Ensure contract deliverables are on time and designed within the plans and specifications, ensure vendor payments are made and monitor contract expenditures.
  • Meet with and monitor contractors to ensure environmental, Disadvantaged Business Enterprise (DBE), Equal Employment Opportunity (EEO) and On-the-Job Training (OJT) program compliance.
  • Direct and assist staff in reviewing and evaluating contractor project schedules, staging plans, traffic control plans and other required documents.
  • Analyze the cost and schedule impacts of contract changes and evaluate alternatives.
  • Initiate, negotiate, prepare and get approval of proposed contract change orders, time extensions and extra work orders.
  • Perform field inspections and review accident reports.
  • Manage engineering budgets and prepare reports.
  • Requires frequent travel to construction sites, working near traffic hazards and construction equipment, working in adverse weather and being on call 24 hours a day, 7 days a week including holidays.

Minimum qualifications:

A valid Professional Engineer’s (PE) license in civil, structural, or transportation-related engineering and three (3) years of journey level professional engineer experience.

Note: Three (3) years of journey level professional engineer is considered licensed experience only. If registered in another state, successful applicants will be required to obtain professional registration in Oregon within six months of hire.

Special qualifications:

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.
