Salary Range: $10,589 – $16,379 / month

This position is open for recruitment and fully funded following the 2025 Special Legislative Session.

The role: 

We are recruiting for the Rose Quarter Program Director to oversee one of Oregon’s most complex transportation infrastructure projects. The I-5 Rose Quarter Improvement Program is focused on improving safety and reducing congestion along I-5 between I-84 and I-405. In this role, you’ll blend technical leadership with meaningful community engagement to deliver a project that restores community connectivity in the historic Albina neighborhood through the construction of a new highway cover, improved local streets and expanded multimodal connections.

Minimum qualifications:

Five years of management experience in transportation infrastructure development and project delivery;

OR

Two years of management experience in transportation infrastructure development and project delivery and a bachelor’s degree in a related field.

  • Holds a current, valid PE license in civil or traffic engineering, or demonstrates equivalent education and progressively responsible engineering/project delivery experience.
  • Experience leading large, multidisciplinary teams to deliver complex transportation projects on time, within scope, and on budget.
  • Applies advanced engineering knowledge, design standards, and alternative delivery methods to oversee large-scale, modern, and sustainable transportation infrastructure projects.
  • Exceptional communication, negotiation, and consensus-building skills with internal and external partners.
  • Builds and maintains strong working relationships and effectively coaches and develops team members to achieve high-quality project outcomes.
