The role:  

We are recruiting for a right of way title services specialist to join our team! In this role, you will be responsible for activities that support statewide project delivery and management of statewide real property assets. Our successful candidate will have great latitude of judgment in interpreting laws and policies in analyzing issues and selecting techniques to effectively and efficiently produce appropriate legal documents.

A day in the life:

  • Obtain title and clear liens, judgments and interests and outline documents necessary to complete property transactions.
  • Compile and produce deeds, easement documents, releases of mortgage, partial conveyances, satisfactions of judgements, leases, land sale contracts, grants and indentures of access, subordinations and affidavits.
  • Maintain records and monitor schedules, outcomes and accomplishments to evaluate results and recommend actions to improve program operations.
  • Coordinate the documents needed to complete all statewide jurisdictional transfers after the terms of the agreement are met.
  • Coordinate and prepare documents, memos, letters, recordings, etc., for abandonments, relinquishments and highway designations.
  • Coordinate any surplus property that may be involved in the jurisdictional transfer process with the Property Management Unit.
  • Manage the Federal Land Transfer (FLT) process to obtain easements for highways and material sources on federally owned land.
  • Prepare easement document incorporating conditions, which includes analyzing and revising conditions to conform to a legal format for recording.
  • Coordinate and work directly with Department of Justice attorneys on review for legal sufficiency and obtain all required signatures and record documents.
  • Remote work options available with manager approval – work in an office environment with occasional travel required to inspect property and projects and attend meetings.

What we need:

Any combination of experience and education equivalent to five years of experience related to title services.
OR
A bachelor’s degree in business or public administration, behavioral or social sciences, finance, political science or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical and planning work related to title services.
Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • An advanced knowledge of legal descriptions, legal documents, legal terminology, title and escrow services, state and federal laws, Right of Way mapping and engineering, access control and the ODOT Right of Way manual.
  • Good judgment and complex decision-making in the preparation of legal documents, taking “subject to” and final approval of title policies.
  • Ability to work independently and provide guidance to others.
  • Experience ensuring accuracy, proper form and that legal documents are filed in the appropriate court and the rules of that court are followed.
  • Ability to work collaboratively and receive feedback from other Right of Way staff and legal consultants when seeking information or recommending modifications to processes as situations require.
  • Proficient working knowledge of an experience using Microsoft Office programs to prepare documents to convey real property and assure clear title.
  • Demonstrated ability to establish and maintain effective working relationships.
