The American Association of State Highway and Transportation Officials is currently hiring a Program Manager, Transportation Product Evaluation & Audit Solutions, a full-time position located in our Washington, DC office.
Nature of Position:
In coordination with the Program Director, the Program Manager oversees the administration and management of tasks associated with the AASHTO Product Evaluation & Audit Solutions audit programs. These audit programs ensure that state DOT’s manufacturing facilities are building products in accordance with AASHTO and ASTM standards under a robust quality control/quality management system. As needed, the Program Manager also supports the AASHTO Committee on Materials and Pavements (COMP), a committee responsible for developing and maintaining AASHTO standards and specifications utilized for many of the AASHTO Product Evaluation & Audit Solutions product evaluation and audit programs.
In overseeing the AASHTO Product Evaluation & Audit Solutions’ audit programs, tasks include:
- Acting as a liaison for several AASHTO Product Evaluation & Audit Solutions technical committees. Responsibilities associated with this role include the following: (1) communicating with manufacturers interested in AASHTO Product Evaluation & Audit Solutions participation along with reviewing and accepting applications in DataMine; (2) administering third-party laboratory contracts associated with audit programs; (3) monitoring any changes in specification or work plan requirements and revising current program documentation as needed.
- Managing all AASHTO Product Evaluation & Audit Solutions audit programs with the support of the Program Director and Associate Program Manager:
- Preparing yearly calendar of audits to be completed
- Administering all audit contracts
- Managing AASHTO Product Evaluation & Audit Solutions auditors
- Reviewing and processing all AASHTO Product Evaluation & Audit Solutions announcement letters
- Ensuing all desktop reviews and on-site audits are completed each year
- Administering all contracts for AASHTO Product Evaluation & Audit Solutions designated laboratories conducting evaluations for the audit programs
- Providing oversight for the Qualification of Highway Product Manufacturers Through the Use of Audits (SP-01) and the Audit Program Usage Guide
- Facilitating the implementation of new audit programs and administering current audit programs.
- Help plan and conduct the annual AASHTO Product Evaluation & Audit Solutions meeting.
- Working with the Program Director on tasks associated with overall AASHTO Product Evaluation & Audit Solutions improvements and outreach.
- Assisting the Program Director with preparing the yearly budget.
The incumbent may assist with the AASHTO Committee on Materials and Pavements (COMP) as needed by providing member support to technical sections and mid-year webinars, facilitating feedback and suggestions for improvements to applicable standards and specifications, and attending the annual COMP meeting.
Position Requirements:
The successful candidate will have a minimum of 6-8 years of experience with project or process management, specifically in contract and contractor management. Previous positions should demonstrate professional growth and increasing responsibility. A bachelor’s degree in engineering, or a related technical or scientific field is required. Evidence of a higher degree of professional development is desirable.
The candidate must have excellent demonstrated written and oral communication skills, including presentation skills. The incumbent is oftentimes required to juggle multiple projects at one time and should be a self-starter, skilled in time management and task prioritization. The incumbent must have strong computer competence, particularly in Microsoft Office, webinar software, and aptitude for learning new applications. The incumbent must be able to interpret technical standards and specifications and manage contractors.
The successful candidate must also be able to travel approximately 20% of the year for work.

Perks and Benefits:
This position primarily reports out of our Washington, DC office located in Metro Center. AASHTO offers employees hybrid work schedules, with remote work up to 2-3 days/week.
The salary range for this position is $80,000 – 95,000.
