Technical Tolling Operations Manager
(Full-time Position w/ Employee Benefits Package)
POSITION DESCRIPTION
The Technical Tolling Operations Manager is the strategic and technical lead for RITBA’s end-to-end tolling ecosystem. This role is designed to transition the Authority from a legacy maintenance posture to a high-performance, intelligence-led operational model. You will be responsible for the diagnostic leadership of gantry-side hardware, the integrity of back-office transaction data, and the strict enforcement of vendor contractual obligations to ensure RITBA is “made whole” on all technical deliverables.
CORE RESPONSIBILITIES:
1. Vendor Accountability & Performance
Establish and enforce strict project timelines and delivery deadlines for all external tolling vendors.
Conduct regular audits of vendor contracts to identify historical gaps or unfulfilled technical obligations.
Implement a rigorous tracking system to monitor vendor responsiveness and the quality of technical outputs.
Lead quarterly compliance meetings to ensure vendors meet every technical and timeline-based aspect of their agreements.
2. Reconciliation & Data Integrity
Lead a comprehensive overhaul of the reconciliation process to ensure 100% data accuracy between lane-side transactions and the Back-Office System (BOS).
Identify technical “leakage” points and develop protocols to resolve BOS glitches that impact revenue or customer experience.
Create automated “single source of truth” reporting for executive leadership regarding tolling revenue and system performance.
3. Infrastructure Diagnostics & Team Management
Manage the priorities and outputs of the IT Manager, ITS Technician, and external maintenance crews.
Perform high-level remote diagnostics on gantry hardware, including cameras, RFID readers, and roadside sensors.
Provide “informed diagnostic guesses” to direct field technicians to the root cause of hardware failures for immediate remediation.
Oversee proactive monitoring systems (e.g., Emovis) and develop proprietary “fail-safe” monitoring scripts where necessary.
4. Strategic Leadership & Compliance
Serve as the primary technical liaison to the Interagency Group (IAG), ensuring compliance with regional reciprocity and file specifications.
Prepare and present complex technical findings and “Cost of Failure” financial impact analyses to the Executive Director and Board of Directors.
Represent RITBA in external organizations such as the IBTTA and the Eastern Corridor Coalition
MINIMUM REQUIREMENTS:
· Education: Bachelor’s Degree required; Master’s Degree preferred.
· Experience: 3 to 5 years of experience in the tolling industry or with high-volume automated/transactional systems.
· Technical Proficiency: In-depth understanding of gantry hardware (RFID, cameras, sensors) and back-office database structures.
· Communication: Exceptional ability to translate complex technical issues into actionable insights for non-technical stakeholders.
· Certification: Familiarity with IBTTA industry standards and IAG business rules
Starting Salary $85-105k DOE
