The Planning Engineer’s primary responsibilities include determining both the financial and physical future needs of the State Highway System, coordinating and managing both the SDDOTs Planning Studies and Local Agency Planning Studies through the Statewide Planning and Research (SPR) program, taking on the lead role for the development and submittal of USDOT Grant applications, and providing data analysis and technical assistance as requested.

Occasional to moderate travel and interaction with the public is required.

The Ideal Candidate Will Have:
Only applicants with a bachelor of science degree in Civil Engineering or a related engineering field will be considered.

Knowledge of:

civil engineering principles and practices as applied to highway construction, traffic engineering, and/or planning;
standard specifications for roads and bridges;
state and federal laws and regulations governing highways;
department and federal policies and procedures regarding design and construction.

Skill to:

communicate effective both verbally and in writing;
manage time and and multiple tasks;
coordinate activities across multiple teams/projects;
conflict resolution.

Ability to:

interpret and implement laws and regulations governing civil engineering procedures and practices;
interpret and implement specifications, policies, and procedures;
effectively plan, organize, and prioritize work activities to meet schedules and deadlines;
establish and maintain effective working relationships with internal and external customers;
make appropriate decisions by applying standards and available information to specific situations;
communicate information clearly and concisely and develop ideas in a logical sequence;
analyze problems and provide solutions;
understand and achieve department objectives;
conduct informative meetings;
manage and track multiple projects and activities simultaneously.
