The State Highway Administration’s (SHA) Asset Management Office (AMO), Asset Optimization Division is recruiting for two Assistant Division Chiefs (Administrator IV) in Anne Arundel County. These positions are open to anyone who meets the minimum and selective qualifications listed below. These are position specific recruitments. Nature of Work:
Life Cycle Planning & Performance Section
The main purpose of this position is to direct and coordinate the asset Life Cycle and Performance Planning Section services of the Asset Optimization Division. The Section’s transportation planners, program managers and analysts turn asset data into information, information into insight, and insight into business decisions.
Data Modeling & Analysis Section
The main purpose of this position is to direct and coordinate the enterprise asset, performance, and risk modeling and analysis services of the Asset Optimization Division. The Section’s program managers and analysts design and conduct multi-objective decision analyses to inform asset state of good repair project recommendations.
These positions inform performance-based planning and programming decisions to meet the needs of the Agency’s asset portfolio of 14 asset classes and over 75 asset types. The responsibilities of these positions include close coordination with asset data stewards across State Highway Administration to ensure the completeness, accuracy, and consistency of their asset life cycle management plans. The Assistant Division Chiefs oversee delivery of the Maryland Transportation Asset Management Plan for the National Highway System in addition to other required plans.

Minimum Qualifications:
Education: Possession of a bachelor’s degree from an accredited college or university.
Experience: Five (5) years of experience in administrative or professional work. One (1) year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Selective Qualification: Two and one-half (2.5) years of experience performing professional transportation planning work in one or more of the following disciplines: transportation engineering, transportation planning, transportation performance management, transportation asset management planning, or risk and resiliency management planning. One (1) year of this experience must have involved the supervision of other employees, project management, or applying rules and regulations.

Preferred Qualifications:
The ideal candidate should have experience in one or more of the following:
Life Cycle Planning & Performance Section
Knowledge of transportation performance, asset, and risk management principles
Thorough working knowledge of federal transportation planning and project development process requirements
Excellent communication skills, both oral and written
Ability to build and foster consensus in work relationships
Excellent public presentation skills.
Understanding and experience with transportation planning processes
Demonstrated ability to deliver projects and assignments on schedule and within budget
Data Modeling & Analysis Section
Knowledge of transportation performance, asset, and risk management principles
Understanding and experience with fiscal and economic impact analyses
Thorough working knowledge of federal transportation planning and project development process requirements
Excellent communication skills, both oral and written
Ability to build and foster consensus in work relationships
Process development/re-engineering skills
Proficiency with the use/analysis of large data sets
Demonstrated ability to deliver projects and assignments on schedule and within budget
Notes:
1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
