The State of Connecticut Department of Transportation (DOT) is now accepting applications for a Staff Attorney 2 with experience in Administrative Hearings to be responsible for conducting statutorily mandated hearings at the agency.

THE ROLE

Within the CTDOT Legal Services Unit, this position will be responsible for holding hearings related the agency’s Bureau of Public Transportation, including issues involving taxis, livery and movers of household goods, and related to the agency’s Bureau of Engineering and Construction, including issues related to its Rights of Way unit. The selected candidate will draft decision and other legal documents, conduct legal research, interpret statutes and regulations, and may provide legal counsel and support to various areas throughout the CTDOT, as assigned or requested by the Legal Director.

The ideal candidate would have familiarity with the Uniform Administrative Procedures Act (UAPA) and experience writing legal memoranda, decisions, briefs, or other legal documentation. This position primarily would focus on handling Administrative Hearings, but also may be responsible for other work in the agency, such as employment matters, the Connecticut Freedom of Information Act (FOIA) issues and responses, contracts, claims, and litigation.

  • First shift
  • Location: Newington, CT
  • This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found here. Employees in their initial working test period must work on site in the office.
  • This position reports to the CTDOT Legal Director.

MINIMUM QUALIFICATIONS – GENERAL EXPERIENCE

Two (2) years of experience in the practice of law.

PREFERRED QUALIFICATIONS

  • Experience with the Uniform Administrative Procedures Act
  • Experience attending and handling administrative hearings
  • Experience writing legal documents, memoranda, and decisions
  • Experience working for or with governmental agencies
  • Experience with other areas of law such as litigation, collections, and contracts
  • Experience with the Freedom of Information Act
  • Experience with employment matters, discrimination claims, the Americans with Disabilities Act, and defending cases before the Commission on Human Rights and Opportunities

SPECIAL REQUIREMENTS

  • Incumbents in this class must be admitted to practice law in the State of Connecticut.
  • Incumbents in this class may be required to travel.
