The State of Connecticut, Department of Transportation (CTDOT), is now accepting applications for a Transportation Engineer 3 (Engineering) position within the Division of Bridges – State Bridge Design’s Load Rating section and potentially a future State Bridge Design crew leader position in the Bureau of Engineering and Construction, at our Headquarters in Newington, CT. Please note: This recruitment may be used for future vacancies within the Division of Bridges.

THE ROLE

Transportation Engineer 3’s in the Division of Bridges provide lead services in the development of projects and tasks that improve the safety, capacity, and efficiency of the State’s transportation system and find solutions to challenging structural engineering problems.

The Division of Bridges manages the state’s highway and rail bridge inventory as well as other transportation structures such as span poles, mast arms, large highway sign structures, and hi-mast lighting. The unit follows the project through to construction, reviews contractor-developed drawings to facilitate construction, ensures contract compliance, and provides support to address unforeseen conditions during construction.

The State Bridge Design unit is responsible for the design of State bridges and overhead traffic structures utilizing State in-house staff producing safe, efficient, and aesthetic structures. This group also develops and maintains bridge design standards for use by State forces and consultant engineers.

Maintaining and improving upon the State’s bridge inventory is critical to accomplish CTDOT’s mission. Bridge structural analysis is conducted by Transportation Engineers in the State Bridge Design Load Rating section to:

  • Determine which structures may require remedial action;
  • Determine safe posting limits for structures with substandard load capacities;
  • Assist in the most effective use of available resources for rehabilitation or replacement;
  • Assist in permit vehicle reviews;
  • Satisfy FHWA requirements that every structure in the State on the National Bridge Inventory has an associated load rating in accordance with the most recent AASHTO Manual for Bridge Evaluation.

MINIMUM QUALIFICATIONS – GENERAL EXPERIENCE

A Bachelor’s degree in engineering and three (3) years of experience in transportation engineering.

MINIMUM QUALIFICATIONS – SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the working level in a professional transportation engineering capacity.

NOTE: For state employees this experience is interpreted at the level of a Transportation Engineer 2 (Engineering).

MINIMUM QUALIFICATIONS – SUBSTITUTIONS ALLOWED

  • Possession of Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement.
  • Possession of Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.§20-302 may be substituted for the Bachelor’s degree requirement.
  • A Master’s degree in engineering may be substituted for one (1) year of the General Experience.
  • Current incumbents in the class of Transportation Engineer 2 (Engineering) who do not possess the degree or certification/licensure qualifications as detailed on this class specification may be considered for promotion to Transportation Engineer 3 (Engineering) upon having three (3) years of experience in transportation engineering. One (1) of the three (3) years’ must have been as a Transportation Engineer 2 (Engineering).

PREFERRED QUALIFICATIONS

  • Experience in bridge load rating analysis using software such as AASHTOWare BrR, STAAD, Midas or experience in bridge and structures design, project management and MS Project
  • Experience with AASHTO LRFD Bridge Design and Evaluation Specifications, the AASHTO Manual for Bridge Evaluation, Bridge Load Rating Manual and The Bridges and Roadway Structures Design Manual
  • Experience with interpreting bridge inspection reports and as-built plans
  • Experience analyzing bridge and structural design problems and recommending effective solutions
  • Experience with accelerated bridge construction, and innovative bridge design and inspection techniques and materials
  • Experience with technical report-writing and analytical experience
  • Experience communicating and collaborating effectively across multidisciplinary teams
  • Experience leading people and managing tasks, including informing staff in higher level positions, to achieve common goals
  • Experience efficiently managing time, resources and responsibilities, document control and database management
  • Engineer-In-Training (EIT) and/or Professional Engineer (P.E.) license
  • Experience working independently, being self-motivated and taking ownership of assignments
  • Experience developing and/or reviewing bridge rehabilitation study reports
  • Experience using Office365, Microsoft Project and COMPASS

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
  • Incumbents may be required to travel.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from highway or construction environments and a moderate degree of discomfort from exposure to year round weather conditions.
