THE ROLE:
The Transportation Supervising Planner position facilitates and oversees the daily coordination with Metropolitan Planning Organizations (MPOs), the Council of Governments (COGs) and local officials on planning and program efforts to ensure that the planning process is conducted in accordance with the requirements of federal laws and regulations. This includes coordination with required federal agencies (Federal Highway Administration and Federal Transit Administration) along with internal Connecticut Department of Transportation staff in all five Bureaus.  This position requires organizational skills, the ability to handle multiple priorities, meet deadlines and strong communication skills.
The Intergovernmental Affairs unit coordinates the COGs’ implementation of their Unified Planning Work Programs (UPWP) to ensure compliance with the federal transportation planning process, federal regulations, and relevant state laws, regulations and policies. This includes the review and approval of UPWPs and ensuring compliance with audit and federal and state requirements.  The Unit is responsible to develop program guidance, solicit for eligible projects and disseminate information on projects under the Congestion Mitigation Air Quality Program, Transportation Alternatives Program, and for corridor study planning proposals. The unit is the Department’s liaison with the MPOs, COGs and with other local, state, and federal agencies, and may also assist with liaison functions for other federal or state programs.
EXAMPLES OF DUTIES:
1. Supervision of staff and oversight of the work of the unit
2. Oversee the MPOs/COGs development of the federal transportation planning process including:
Unified Planning Work Programs (UPWP’s)
Metropolitan Transportation Plans
Public Involvement Plans
3. Function as CTDOT’s liaison to the COG/MPOs, and municipalities
Ensure compliance with federal planning requirements
Attend COG/MPO monthly meetings and provide timely information and updates on CTDOT programs and projects
Regularly brief Department staff on COG/MPO agenda items, discussions, and issues
4. Oversee the solicitation and selection screening and ultimate completion of MPO/COG projects and Planning Studies
5. Oversee the solicitation and selection of MPO/COG Transportation Alternatives Program projects
6. Participate in various virtual conferences, webinars, meetings which may require field visits or travel

Full-time (40 hours per week)
Location: Newington, CT
In the P-4 (Engineering, Scientific and Technical) bargaining unit.
This position would report to a Transportation Assistant Planning Director or employee of a higher level.
This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. The Policy can be found here. Employees in their initial working test period must work on site in the office.
Supervisors can expect to spend roughly half of their working hours, if not more, in the office to execute upon their job functions and supervise their team. Time in the office may fluctuate based on circumstances and the team being supervised. The ability to apply for telework continues to be available and the agency continues to provide reasonable accommodations for those who need them.
