The Maryland Department of Transportation State Highway Administration’s (MDOT SHA) Office of Highway Development (Baltimore City) is recruiting for a Project Design Engineer (Transportation Design Engineer IV). This position is open to anyone who meets the minimum and selective qualifications listed below. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this MDOT SHA position or function only. You will need to reapply for any future recruitment conducted for this job classification.
The main purpose of this position is to function as a licensed professional engineer completing project management, engineering design, and/or engineering review of complex significant transportation projects. Specific duties include, but are not limited to, the design and preparation of engineering construction plans and documents necessary to build transportation facilities; the preparation/review of cost estimates; developing and maintaining design schedules; coordinating with federal, state and local agencies; administrative duties; reviewing plans for accuracy and conformance to state and federal design guidelines; representing MDOT SHA at meetings with federal, state and local elected officials, community groups and the general public; and interpreting and administering the Administration’s policies and procedures to develop contract documents.

QUALIFICATIONS:
MINIMUM QUALIFICATIONS:
Possession of a Maryland Professional Engineer license. Evidence of license must be presented at the time of appointment.
SELECTIVE QUALIFICATIONS: Two (2) years of required experience must have involved the design and/or management of highway projects.
This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).
PREFERRED QUALIFICATIONS:
The ideal candidate will possess the following:
Experience reviewing roadway design calculations, such as: horizontal and vertical geometry; superelevation; roadside grading and earthwork calculations; traffic barrier type selection and placement; sidewalk and bicycle facility design; MOT; and right of way impacts.
Experience preparing and reviewing cost estimates.
Knowledge of design guidelines and standards such as American Association of State Highway and Transportation Officials (AASHTO), Americans with Disabilities Act (ADA), Manual on Uniform Traffic Control Device (MUTCD), and the Roadside Design Guide.
Knowledge of MDOT SHA design guidelines and procedures, including guidelines for traffic barrier placement, Accessibility Policy and Guidelines for Pedestrian Facilities along State Highways, Bicycle Policy and Design Guidelines, Context Driven Access and Mobility for All Users, Book of Standards, and Standard Specifications for Construction and Materials.
Experience with MicroStation and InRoads design software.
Knowledge of the Plans, Specifications, and Estimate (PS&E) process and preparing contract documents necessary for advertising, bidding, and post advertisement activities such as addenda and redline revisions.
Excellent written and verbal communication and interpersonal skills.
LICENSES & CERTIFICATIONS:
Candidates must possess a motor vehicle operator’s license valid in the state of Maryland. All applicants must list their license number and expiration date on the application.
