Director of Transportation Planning & Programming

General Description
Directs and manages all activities of the Transportation Planning and Programming Division to include the development of the Statewide Long-Range Transportation Plan, the 10-year Unified Transportation Program and the Statewide Transportation Improvement Program, Statewide Freight Mobility Plan, Texas-Mexico Border Transportation Master Plan along with other related statewide transportation planning efforts; monitoring of statewide traffic analysis systems and performance-based planning activities. Reports to the Director Planning & Modal Programs. Recommends policy, procedures, staffing and funding required to execute division programs. Work requires extensive contact with high-level executives, governmental officials and private entities and advisory committees. Employees at this level perform work at the highest level of discretion and independent judgment and are responsible for final outcome.

Duties

Administers and coordinates international trade and border, and statewide multimodal freight transportation planning activities.
Coordinates multimodal transportation system and corridor planning activities with other states, regional, local and national, and binational agencies and partners.
Coordinates the activities of metropolitan planning organizations and regional mobility authorities.
Develops and managers the Department’s State Planning and Research Program for the USDOT- Federal Highway Administration.
Directs and manages the creation, maintenance and distribution of Department county and special purpose maps.
Directs and manages the Department highway performance and monitoring system.
Manages activities related to data collection, modeling, analysis and forecasting of vehicular traffic, truck weight and vehicle classification.
Oversees and directs risk assessments in areas of responsibility of potential fraud, waste and abuse and in conjunction with the Administration, develops and implements policies and procedures to identify, prevent and eliminate fraud, waste and abuse.
Oversees development and administration of the Statewide Long-range Transportation Plan, the 10-year Unified Transportation Program and the Statewide Transportation Improvement Program, Statewide Freight Mobility Plan, Texas-Mexico Border Transportation Master Plan, Statewide Corridor Planning Program along with other related statewide planning efforts.
Recommends staffing and funding for division related activities.
Recommends to the Director of Planning and Modal Programs and implements policy and procedures for Department transportation planning and programming activities.
Represents the Department at binational, national, state, regional and local levels concerning transportation planning and programming.
Reviews proposed legislation and directs the implementation of legislation affecting multimodal transportation planning and programming activities.
Performs other job responsibilities as assigned.

Education

Bachelor’s Degree in Engineering, Transportation Planning and Urban Development or related discipline

Work Experience

5 years in transportation engineering, planning, urban development or closely related activities
Experience can be satisfied by full-time or prorated part-time equivalent
Must have three (3) years managerial/supervisory experience.
Relevant work experience may be substituted for a degree on a year-per-year basis OR related graduate level education may be substituted for experience on a year-per-year basis.
