Position Description
Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor.
Essential Duties:
Transportation Engineer I
Analyzes schedule trends, determines risks and supports management in evaluating options for corrective action for alternative delivery projects..
Assists Project Managers related to resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency’s project objectives.
Conducts pre-procurement and Industry Workshops for alternative delivery projects.
Coordinates and/or monitors assigned projects/programs/plans.
Develops and/or reviews engineering related documents, correspondence, reports and remediation plans for alternative delivery projects.
Drives/travels to alternative delivery project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
Interprets manuals and required guidelines, rules, standards, procedures and policies for alternative deliver projects.
Makes presentations and represents TxDOT.
Provides assistance and technical support to districts, divisions and the FHWA in matters concerning the alternative delivery program.
Provides review for design engineering support for districts in project development on alternative delivery projects and represents the division at various meetings..
Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews initial planning and final estimates prior to submittal.
Performs other job responsibilities as assigned.
Transportation Engineer II – All of the above plus
Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation.
Assists Districts with construction contract administration matters.
Assists in the publishing of technical training and guidance to project personnel on scheduling and resources of projects in an enterprise management system such as Alternative Delivery.
Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
Represents the division at technical meetings and public hearings at local, state, federal and/or international levels.
Trains engineering staff, makes presentations and represents TxDOT
Updates, reviews, monitors, and/or reviews requests for changes to plans, manuals, procedures and guidelines for alternative delivery projects.
Assists Project Managers related to resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency’s project objectives.
Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.
Drives/travels to DB and Concession project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
Ensures alternative delivery related contracts comply with applicable federal and state law, policies, procedures, standards and guidelines.
Performs data collection, evaluation, analyses, studies, investigations, forecasts and/or plan development associated with alternative delivery projects.
Minimum Qualifications:
Education: Bachelor’s Degree in engineering or related science bachelor’s or higher degree accepted by TX PELS.
Experience:
Transportation Engineer I
4 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Transportation Engineer II
5 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated parttime equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Licenses and Certifications:
· Valid driver’s license. This position requires driving a state vehicle.
· Licensed Prof Engineer*
*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
