The American Association of State Highway and Transportation Officials is currently hiring a Program Director of Transportation Policy and Program Management, a full-time position located in our Washington, DC office.

Nature of Position:

The Program Director of Transportation Policy and Program Management is responsible for managing all policy and technical activities related to transportation performance management, asset management, planning, and data management.

The Program Director provides professional and logistical support to ensure members are cognizant of important technical, legislative, and regulatory issues by monitoring appropriate Congressional committees, federal agencies, and other public interest groups and associations, and provides this information to members of relevant AASHTO committees in order to provide professional guidance in policy deliberation, development, and implementation. The Program Director oversees general staff support for the AASHTO Committee on Performance Based Management, Committee on Planning, and Committee on Data Management and Analytics. The incumbent also serves as the primary staff liaison for at least one of these committees, and supervises staff serving as liaison(s) to other aforementioned committees. The incumbent also manages or directs the Association’s fee-for-service technical service programs related to transportation program management.

The Program Director represents and promotes AASHTO’s transportation program management goals and policy positions with AASHTO member departments, executive and legislative branches of government, and other relevant external organizations. In doing so, the incumbent prepares for and attends meetings, task forces, and workshops; provides policy and procedural advice; prepares and delivers presentations; disseminates informational materials; provides other policy, technical, and administrative assistance as required; and performs other functions needed to further public comprehension of AASHTO’s policies, purpose, and activities, and to promote and maximize AASHTO’s position before external audiences.

Under the supervision of the Director of Policy and Government Relations, the Program Director uses business, policy, and political judgement to provide leadership and when appropriate, to make decisions in the best interest of the Association. The incumbent also leads and provides supervisory oversight to staff within the Transportation Management team.

Position Requirements:

The successful candidate will have a minimum of ten years of progressively responsible, professional experience in the transportation sector with a focus state transportation program management and policy issues, with at least two years at the federal, state or local level. Prior experience in project management is required. In addition, a Bachelor of Arts or Science degree is required and evidence of a higher degree of professional development, such as postgraduate education, is highly desirable.

The candidate must have a broad understanding of federal, state, and local transportation programs, policies, regulations, procedures and practices. In addition, the incumbent should have an understanding of all aspects of transportation performance management including asset, organizational, risk, and system performance management. They should also have an understanding of statewide and metropolitan transportation planning responsibilities, along with transportation data management. The incumbent must have sound project planning, budgeting, management skills, and excellent written and oral communication skills. The incumbent must be able to travel 30-40 days per year.
