VDOT Richmond District is pleased to announce an exciting opportunity for a multi-talented individual to review, approve, process, issue, and inspect work activities under permit, i.e. private and commercial entrance permits, utility permits and land use permits to ensure compliance with agency standards/specifications and to ensure safety of the traveling public where permit work is taking place. You will review, inspect and process new street additions and county bond projects and additions into the State Secondary System; ensure permit work zones are designed and implemented properly and traffic control is maintained according to guidelines; and respond to citizens, elected officials and local government officials regarding permit inquiries/concerns. Position will conduct on-site inspections for subdivision and permit projects; review site plans, special permits, rezoning request and land divisions; complete required paperwork to process permits and subdivision acceptance; and meet with applicants in the field, review project work zones and review/determine bond estimates. VDOT is an emergency response agency and this position is required to work outside of normal work hours during emergency/incident operations.
The successful candidate will have:
· Knowledge of highway construction and roadway maintenance procedures and land use permitting processes/procedures
· Ability to interpret VDOT Road and Bridge Standards and Specifications, VA Work Area Protection Manual, Access Management and Land Use Permit regulations, and Subdivision Street requirements
· Ability to read/interpret site plans, road construction plans, property plats, utility plans and sketches
· Ability to obtain necessary Materials Certifications needed within 12 months of employment to include VDOT Slurry Seal and VDOT Surface Treatment Certifications
· Ability to communicate effectively both orally and in writing
· Ability to creatively resolve challenging complaints
· Skill in setting priorities and multi-tasking
· Skill in operating computers (MS Office preferred.)
· Valid driver’s license required.
Experience in roadway construction and maintenance activities. Experience working with MUTCD, VA Work Area Protection Manual, Road Design Manual, VDOT Road and Bridge Standards and Specifications, Access Management Regulations and Land Use Manual. Current possession of VDOT Material Certifications or ability to obtain certifications within 12 months in slurry seal, surface treatments, concrete/asphalt – field, soil compaction, nuclear safety, aggregate, pavement marking and sediment control (DCR). Experience with processing land use permit applications and street acceptance packages. High school graduate/GED preferred or equivalent experience or training may substitute for education.
References, work history and DMV records will be verified prior to employment. Fingerprint-based background check required. Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public.
