Assistant State Engineer – Location & Design

The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as an Assistant State Engineer in the agency’s Location & Design (LD) Office!

The purpose of the position is to: provide leadership and direction for multiple functional areas of the Location and Design Division while ensuring the administrative and technical efficiency and effectiveness of the transportation engineering plan development; serve as an assistant to the State Location and Design Engineer in strategically managing assigned functions to ensure accomplishment of agency goals and objectives within the Division and within assigned statewide geographic areas through local Location and Design Managers.

Position specific responsibilities and duties will include, but are not limited to:

Program Management: Oversee assigned statewide LD program areas through application of sound engineering evaluation, decision making and judgments. Interpret state and federal laws, rules, policies and procedures in engineering and administrative matters. Evaluate programs and institute changes or procedures as required. Provide technical recommendations for exceptions and waivers. Assure adherence to schedules, budgets and quality control standards through effective policies and procedures. Provide technical guidance to field offices and monitor adherence to approved standards, procedures and practices through field coordination, visitation and consultation.

Strategic Planning: Oversee and direct the work of assigned areas in the Central Office LD Division by participating in the development of strategic plans and implementing programs and procedures which effectively promote and achieve agency and divisional goals and objectives. Prioritize and assign work, set schedules for achievement of projects and meeting deadlines, assess workloads and resources and recommend staffing levels. Determine the need for outsourcing and overtime. Oversee and provide for effective working relationships and promote staff development.

Liaison: Coordinate assigned LD functions with other VDOT divisions, the federal government, other state agencies, local governments and private sector through regular communication and mutual adherence to policies and procedures. Ensure function achieves targeted project and program goals, objectives and deadlines within budget and schedule. Develop and propose new policies and procedures based on continuous review of activities and operations in order to increase production and achieve cost savings.

Special Assignments: Perform assignments as directed by the Chief Engineer.

Mentoring: Mentor Associate Engineers.
